Description
NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Hudson Valley Healthcare System VA Medical Center, Castle Point, NY, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Sigma Psi Consulting, Mechanical, Electrical and Plumbing Engineer, PLLC, 4 Collamer Road, Malta, NY 10219, to perform Construction Period Services (including Site visits and post-construction services). The place of performance is VA Hudson Valley Healthcare System Castle Point Campus, 41 Castle Point Road, Wappingers Falls, NY 12590. This action will result in a Firm-Fixed Price contract with a period of performance of two hundred forty 240) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than August 19, 2021 at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after August 19, 2021 at 10:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Sigma Psi Consulting, Mechanical, Electrical and Plumbing Engineer, PLLC. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. STATEMENT OF WORK Background The sewage treatment plant was designed and built in 1950 s. Wastewater receives primary and secondary treatment before disinfection and final discharge from the plant. The wastewater plant discharge currently meets the National Pollutant Discharge Elimination Permit (NPDES) requirements under current loading conditions of approximately (75,000 GPD), and would be expected to meet NPDES requirements under the originally design loading conditions (250,000 GPD). The operations of the trickling filter provides the means of assuring secondary treatment of the wastewater and if failure occurs the facility would result in polluting river water with wastes violating environmental laws, i.e. Clean Water Act, NYS SPDES, NYSDOH and DCDEC, and possibly facility closure or the need for storage and hauling the wastewater offsite around the clock. Objectives The Objective of the acquisition is to provide AE construction period services and oversight necessary to ensure construction activities to renovate the sewage treatment plant trickling filter, upgrade with an odor control system in accordance with NYSDEC SPDES permitting . Period of Performance The period of performance shall be 240 days from award. Place of Performance / Place of Delivery The place of performance for this contract is the VA Hudson Valley Healthcare Castle Point, NY Scope or Tasks (for services) The Architectural/ Engineering (A/E) Firm is to provide all necessary construction period services and site visits during design and construction phases necessary to renovate and complete modifications to the Sewage Treatment Plant (STP) located at the VA Hudson Valley Health Care System Castle Point, NY campus, with all upgrades required to meet current state and federal Standards, regulatory codes and VA Specifications. All approvals from regulatory agencies and completed works shall be included. General Requirements: A/E will also include in bid Construction Period Services including but not limited to: Submittal review Reviewing and preparing responses to RFI s Site visits for the purpose of interim and final inspections Preparing As-Built drawings Areas of Work: Included in this solicitation are scans of some of the original construction drawings titled 620A-14-108_DRAWINGS.pdf for reference. The A/E firm is to utilize the services of an electronic submittal service comparable to Submittal Exchange for Design in order to streamline the design review and construction period services. The A/E firm is to perform site visits to ensure compliance with NYSDEC SPDES requirements for permit. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI) The A/E firm will be furnished with paper and/or electronic copies of any available utility drawings for the areas included in the area of work. Security The AE firm shall obtain day passes for any site visits from the police station. If personnel from the AE firm are expected to be on site more than five (5) days (cumulative) during the design, they shall file paperwork to obtain a permanent ID for the station. Necessary paperwork can be obtained from the COTR. The AE personnel who intend to take photos must inform the COTR, at least 48 hours ahead to time, of such intentions. Safety Codes / Certification / Licensing The AE firm shall comply with all codes as described above, as well as codes customarily applied in VA construction jobs such as NFPA, OSHA, VA Design Guides and Manuals, etc. Labs used by the AE firm shall be licensed as required by any applicable governing agencies, and their certifications and licenses shall be included in the engineering reports. Travel No travel for government employees as a result of this project is anticipated. Employees of the A/E firm will be required to travel from their place of business to the place of performance indicated above for the purposes of field investigations, design reviews, pre-construction meetings, interim and final inspections, and closeout documentation preparation. Special Material Requirements No special materials are anticipated for this contract.
