Description
LICENSE AND MAINTENANCE SERVICE AGREEMENT FOR LEICA MICROSYSTEMS EM UC7 ULTRAMICROTOME The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Leica Microsystems for license and maintenance service contract for the EM Uc7 Ultramicrotome.� In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the required services as no other source has been identified who can provide the requirement listed below. The purpose of this notice is to inform the public that the NIH�s National Institute of Deafness and Other Communication Disorders, Division of Intramural Research requires the renewal of a license and maintenance service agreement for the EM UC7 Ultramicrotome.� The purpose of the service contract agreement is to provide emergency service and preventative maintenance as necessary to keep the instrument operating within the GLP standards, preventing problems and downtime, and minimizing the impact of a broken instrument on the researchers.� For the lab to remain operational, the equipment used for experiments must be kept in top working condition so that errors are not introduced into the data and downtime from broken instrumentation is kept to a minimum. This instrument is unique in the fact that it uses patented technology for the eucentric movement of the optical head viewing system, thus allowing examination of samples with low water concentration and optimal positioning of the knife.� This technology also allows for automated trimming (AutoTrim function), where the motorized knife stage can be programmed to trim the sample without user interaction. The whole system is controlled via a touch screen and specialized software.� The EM UC7 system is unlike the traditional microtomes that are strictly mechanical in nature and thus requires anybody working on the system to have specialty training from Leica Microsystems, Inc.� According to the Leica Microsystems Service Terms and Conditions for Service Agreements section 12, services or repairs which are not routine user maintenance, performed by parties not authorized by Leica, will negate any current service coverages by the manufacturer on the EM UC7.� Furthermore, scientists and technicians in the AIC are not qualified to make repairs and do preventative maintenance services themselves on this instrument. This notice is not a request for competitive quotes.� However, any party that believes it can meet the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. �A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately two (2) days after�the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
