- This is not a request for quote/proposal. This is a notice of the Government�s intent to issue a sole source award contract to Torres Consulting & Law Group located at 2239 W. Baseline Rd., Tempe, AZ� 85283. The Department of Labor, Mine Safety and Health Administration (MSHA) is to protect the safety and health of the nation�s miners through the provisions of the Federal Mine Safety and Health Act of 1977, the Miner Act of 2006, and to: �? Enforce compliance with mandatory safety and health standards as a means to eliminate fatal accidents; �? Reduce the frequency and severity of nonfatal accidents; �? Minimize health hazards; and �? Promote improved safety and health conditions in the Nation�s mines. The objectives of the requirement are to: �? Provide MSHA with the identification of areas within a five state mining area where the mining sector may expand operations� � � �under the new Presidential Infrastructure Bill. �? Communicate and network with unions, apprenticeship programs, workforce development agencies, colleges and universities� about MSHA recruitment and office infrastructure strategy. �? Assist with the implementation of re-training and Black Lung health strategies, where needed. �? Work with Navajo Nation Tribal Government on health services coordination, coal miner health services, and other federal government services needed for miners, their families and the community. DOL intends to negotiate and award a Firm-Fixed Price contract for a one (1) year period of performance under the�statutory authority of�FAR 41 U.S.C. 3304(a)(1) for services �available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency� as implemented by FAR 13.5. This is a sole source notice published for informational purposes only and not a request for competitive quotes/proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a brief technical capabilities statement that summarizes their firm�s experience and ability to provide consulting services within the southwest mining communities (to include those within the American Indian � Navaio Community) by 5:00pm (ET), August 9, 2021. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Phone calls will not be accepted in response to this notice. All information submitted should support the offeror�s technical capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing, verbal responses will not be accepted. The Government reserves the right to cancel this requirement.
