Description
The Consumer Financial Protection Bureau (CFPB) intends to make an award to The George Washington University, 1918 F St. NW Washington, DC 20052-0042, on a sole source basis, under authority of FAR 6.302-1 for the Project Management Certification Course. ?The proposed vendor is able to provide a custom program designed specifically on the workflows of the Office of Enforcement and other offices whose staff will be attending the program. The Bureau work flows present a unique Project Management subject matter. Such a program is not available on the open market as an �off-the-shelf"" standard program. The Office of ENF also wants this program to provide students who complete the course with a Certificate of Completion from a leading University, which the proposed vendor (George Washington University) is able to do. The Certificate will serve as an important career building device for attendees to progress in their careers at the Bureau. ? The professor who will teach this course is uniquely qualified and highly skilled to teach the desired course at the Bureau. Homayoun Khamooshi is an Associate Industry Professor in the Department of Decision Sciences at the School of Business of the George Washington University (GWU). He is the faculty director of the internationally known Master of Science in Project Management. Dr. Khamooshi earned his Ph.D. in Management Science (Project Management: Planning and Scheduling) from the Lancaster University in 1994 in the United Kingdom, his Master of Engineering in Industrial Engineering and Management from Asian Institute of Technology (AIT) in 1979 in Thailand and a B.Eng. in Mechanical Engineering from Abadan Institute of Technology, Abadan, Iran in 1975. Dr. Khamooshi has served as a reviewer and is a member of editorial board of a number of academic and professional journals including, International Journal of Project Management (IJPM), Project Management Journal (PMJ), Journal of Operational Research Society (JORS), Journal of Construction Engineering and Management(JCEM) of ASCE(American Society of Construction Engineering). Dr. Khamooshi has consulted many public and private organizations and conducted numerous executive education and training programs worldwide including courses for I2P2M India, NIH US, SAIC US, Mc. Dean US, FGV Barzil, L&T India, NIOC Iran, NIPC Iran and others. His research interests include project management as a dynamic system including Strategic Project Management (SPM), PRAM (Project Risk Analysis and Management), Planning and Scheduling, SIPMS (Smart Integrated Project Management Systems) and simulation-based business modeling. He has numerous publications in multiple outlets including Computers and Industrial Engineering, JORS (Journal of Operational Research Society), IEEE (Engineering Management), IJPM (International Journal of Project Management), IJCM (International Journal of Construction Management) and other journals. ? There are no readily available off-the-shelf courses that will meet the needs for the desired course. As stated previously, the proposed vendor is able to provide a custom program designed specifically on the work flows of the Office of Enforcement and other offices whose staff will be attending the program. The Bureau workflows present a unique Project Management subject matter. This is not a solicitation; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, no later than August 18, 2021.
