- Special Notice Environmental Analytical Systems 444 141 Multi Sediment Trap with 24 bottles, Titanium Array *** National Oceanic and Atmospheric Administration Sciences Laboratory (NOAA), Oceanic Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) intends negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Environmental Analytical Systems, to purchase one 444 141 Multi Sediment Trap with 24 bottles, Titanium Array. The original equipment manufacturer is Environmental Analytical Systems. To be delivered to Seattle, WA. ***The sole source determination is based on NOAA�s requirement that Environmental Analytical Systems, INC is the only authorized vendor that PMEL is able to purchase 444 141 Multi Sediment Trap with 24 bottles. PMEL requires 444 141 Multi Sediment Trap with 24 bottles to be functionally identical to units that were purchased previously for a similar use. The requested sediment trap was used for these deployments. Utilizing the same sediment trap will provide necessary continuity at the DBO study regions - allowing shared resources and personnel to work with instruments that employ the same physical setup, software and analyses and therefore lead to a higher success rate in deployment, recovery, and measurement comparison.Without continuity of this equipment, NOAA and EcoFOCI mission of providing data may be compromised during deployment, delays in analysis, and/or the success of the overall DBO project. Delivery is required by October 31, 2021. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. .
