Description
The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Plant Protection and Quarantine Facility �in Edinburg, TX �intends to award a sole source, Purchase Order �to Sylvar Technologies Inc �(DUNS:� 243527558���� CAGE Code:� L7939� ) �for the purchase of 2,200 units of Geranyl acetol lures This procurement is being conducted in accordance with�� Federal Acquisition Regulation (FAR)� 6.302-1The statutory authority is 41 U.S.C. 253( c )(1) The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. And In accordance with FAR 6.302-1(b)(2) in which the existence of limited rights in data, patent rights, copyrights, or secret processes; the control of basic raw material; or similar circumstances, make the supplies and services available from only one source; Sylvar Technologies Inc is the only company that has the authoriry to manufacture and sell fuscumol pheronomes lures /aPhinity BSLB/Geranyl Acetol Lure in North America.� They have licensed this technology from the Canadian Forest Service.� The US Patent which covers these lures is for the Male produced pheromone in (F.) and (kirby) (coleoptera: cerambycidae) Patent (Patent # 8,029,814). The geranyl acetol lure is the male-produced sex pheromone emitted by Tetropium fuscum (F.) and Tetropium cinnamopterum (Coleoptera: Cerambycidae) (Silk and Sweeney, 2007; Silk et al., 2007). Insect attractants are sensitive detectors of insect populations at the group, genus, or species level, depending on the type of attractant.� Attractants allow for detection and monitoring of non-indigenous insect pests and aid in a variety of control strategies.� Forest pests are some of the most serious exotic plant pests threatening United States agriculture.� If not detected, monitored, and managed in the early stages of a new infestation, these pests can cause tremendous damage.� The cost of eradication could be in the millions of dollars. The requested supplies are needed to equip program personnel to detect and monitor exotic pest infestations.� The lures are a primary tool used to detect the initial infestation, delimit the extent of the infestation, and manage introduced pest populations.� Without these lure dispensers, detecting and defining the infestation might not be possible.� Early detection can reduce the costs of an eradication program and make it more likely to succeed, potentially saving the USDA, the States, and cooperators millions of dollars. This Notice of Intent is not a request for competitive proposals. �No solicitation documents are available and telephone requests will not be honored.� However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contract Specialist listed on this notice by 4:00pm. Mountain Time (MT) �on or before �the closing date of this notice.� �Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement.� The North American Industry Classification System (NAICS) code for this acquisition is 325320 - Pesticide and Other Agricultural Chemical Manufacturing, and the �Small business size standard is 1,000 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
