Description

This is a Notice of Intent to Award Sole Source for the Report Exec (REX) Platform Software for Government facilities. The contractor shall provide 5 license on a 12 month subscription for Report Exec (REX) Platform � SaaS- Gold Software, an all-in �one security management and incident report software for monitoring safety, record keeping, and analytics located within Government facilities. This is a NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.106(b) (1). Mission Installation Contracting Command - Joint base Lewis-McChord has a requirement to procure the following services: The Government requires one year, 12 month subscription of the Report Exec (REX) Platform Software application belonging to Omnigo Software, Inc. They are the sole provider of the Report Exec (REX) Direct application for the government sector in the United States and is the only provider authorized to offer support and upgrade on that software. Full and open competition can most certainly take place in the initial purchase of incident reporting software, but following support and upgrade of that software is locked in with the manufacture from which the item was purchased. The database of forms and reporting trees were customized through Report Exec and are specific to the Madigan Provost Marshal Office. Report Exec cannot interface with any other commercial Computer Aided Dispatch (CAD) software. The Government intends to award a Firm-Fixed Price (FFP) sole source contract to Omnigo Software, Inc. The company is the sole provider of the Report Exec (REX) Direct application for the Government sector in the United States and is the only provider authorized to offer support and upgrade on that software. All responses received within four (4) business days after the publication of this notice will be considered by the Government. Interested person(s) may identify their interest and capability to respond to the requirement no later than 0500PM PDT, 10 Aug 2021. A determination by the Government not to compete with this proposed contract based upon responses to this notice�is solely within the discretion of the Government.
