Description
The Centers for Disease Control and Prevention (CDC) intends to award a fixed-price contract on a sole source basis to Baylor University, Waco, TX for protocols for field collections, insecticide resistance testing, determining vector capacity and bionomics of An. stephensi in the Horn of Africa, as well as a report and preliminary results of analyses on An. stephensi that survived or were killed in insecticide susceptibility bioassays. The Department of Biology at Baylor University has been studying Anopheles stephensi in the Horn of Africa since 2016, when, in collaboration with local partners, they found An. stephensi for the first time in Ethiopia. This group has published several papers on An. stephensi and continues to be deeply involved in understanding the genetics of An. stephensi. They have close ties with the World Health Organization (WHO) Eastern Mediterranean Regional Office and have pre-existing material transfer agreements with several countries in the region, without which completion of the work in the required timeline would not be possible. While other Universities may have similar genetic sequencing facilities in their laboratories, no other University has the experience in processing An. stephensi or understanding of the population genetics of An. stephensi in the Horn of Africa. The North American Industry Classification System Code (NAICS) for this requirement is 541715 with a size standard of 1,000 employees. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part FAR 13.106�1 (b) and 10 U.S.C. 2304 (c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) calendar days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
