- Amendment 0001: (1) Dissolves the small business set-aside requirement; thus other-than-small businesses may compete for this contact opportunity. 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items #12 Notice of HUBZone Evaluation Preference is selected and #14 Total Small Business is no longer selected; and (2) Extends the Responses Due Date to 08/11/2021. This Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for an Indefinite Delivery Requirements contract for Soil Sample Analyses Laboratory Services (combined soil cation, chloride, nutrient, and general chemistry analyses) in accordance with the work statement. The policies contained in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13 Simplified Acquisition, as appropriate, shall be used for this acquisition. Basis for Award: Best Value-Tradeoff. The following nonprice/cost factors along with price shall be used to evaluate offers: Factor (A) Past Performance, Factor (B) Technical Performance, and Factor (C) Quality Control Plan. Each factor has required support documentation. This is a 100% Small Business Set-aside. The associated NAICS code is 541380 Testing Laboratories with a small business size standard of $16.50M.
