Description
This modification provides answers to technical questions that were received as well as provides an updated SOW. Please refer to the previously attached Attachment 2 document referenced below. This document has not been changed. Q: The solicitation states that The Offeror must provide California registration for the Structural Engineer. Provide Professional License numbers and/or proof of Licensure. Is this statement requiring a California Structural Engineer (SE) license or is a structural engineer with a California Professional Engineer (PE) license sufficient? A: We want a structural engineer who is licensed in CA. This is a new parking structure in CA, not a standard hospital remodel. We want someone who is familiar with designing to the seismic requirements in CA. Other states are not as strict as CA. Due to the importance of this project, this should not be overlooked. Q. Can subconsultants be on multiple teams? A. Yes, subconsultants are on multiple teams all the time. Q. Please confirm if just the prime needs to be compliant with Engineering NAICS code and SDVOSB or if all team members need to be complaint with the requirements? A. The Prime is the one who has the NAICS and SDVOSB status requirements. Q. Is this only for firms with this NAICS code? This is only for engineering wondering if any architectural SDVOSB firms can also respond to this proposal? A. Yes, the firm will need to be registered under 541330. It was determined that more of the project was engineering services than architectural. Q. Is there a list of qualified vendors who are veteran-owned small business/SDVOSB that can (or will) submit for this RFQ? A. Construction Funding Limit Currently stated as $13,000,000 for a minimum of 600 new spaces. We are currently designing a five level, 400 space Hybrid Concrete Parking Garage and the level of construction funding proposed for your project appears to be more in line with a 350 to 400 space parking structure.  We would anticipate a construction budget of $20M to $25M for a 600-space vertical structure with the design elements defined in the solicitation and limited / constrained site condition. Number of levels and number of spaces drives the number of elevators, and it appears that the two elevators referenced in the RFP may be inadequate to provide a minimum level of service of good for this structure. A: We will build as many spaces as the budget will allow. This may be less than 600. Q: A/E Design schedule Currently stated as 144 calendar days in the RFP.  We don t believe that 21 calendar days to develop the Basis of Design, 35%, 65% and 95% submittals are adequate based on our experience.  The predesign needs for site survey, geotechnical, site traffic analysis, development of options for structural systems (precast, cast-in-place, Hybrid), options for traffic flow inside the new structure, future expansion planning, construction cost estimating, and construction sequencing are critical to development of a comprehensive Basis of Design. We recommend that more time be allocated to this phase to get the program defined and stakeholder buy-in.  We would also recommend more time for each of the milestone deliverables (35%, 65%, & 95%) to allow for coordination between disciplines, design team QA/QC, incorporation of comments from the design team QA/QC review, and development of the estimate based on plan takeoffs and specifications for each milestone. A: The period of performance or design schedule has been increased to 221 calendar days. Please see the updated SOW to see where these days were added in the schedule. Q: Future Expansion The RFP states that the new parking structure needs to be design for future expansion but doesn t indicate if the expansion will be horizontal or vertical.  This should be defined because both have unique requirements and limitations. Example construction above an active parking garage is not allowed, which results in the need for alternate interim parking needs during expansion. A: Future expansions would be vertical as the footprint cannot change.  Q: Deductive Alternates We did not see any mention of deductive alternates (10% of Construction Estimate) in the RFP. Typically, parking garages are developed based on minimum effective design and have very little components that are not essential.  If the VA has some deductive alternates they are considering, it would be helpful to know what those are. The components that move the cost needle the most are the number of spaces, type of structure (precast, cast-in-place and Hybrid) and type of foundation.  A: In the Statement of Work there is mention of deductive alternates on page 7 and 8. In Attachment 2 - Page 1, under 35% design, line vii states a requirement to identify all potential bid deduct items. Page 2, under 65% and page 3 under 95% requirements also states a requirement to identify all potential bid deducts. On page 5, The report should include identifying potential bid deduct alternatives . During the initial phases of design, the A/E would work with us to identify these items. These are not typically stated in an RFP beforehand. We need the A/E team on site, providing recommendations, working with us to determine the most cost-effective use of the deducts. The A/E just needs to know this will be a requirement, and have it stated for them, like it is in attachment 2.
