NOTICE OF INTENT TO SOLE SOURCE PREVENTIVE MAINTENANCE AND REPAIR TO HITACHI 7800 TEM MICROSCOPE This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.106-1(b) (1). The USDA,ARS, Eastern Regional Research Center(ERRC), 600 East Mermaid Lane, Wyndmoor PA 19038 has a requirement to procure the following service: The USDA,ARS,ERRC, requires preventative maintenance support, on-site repairs, and emergency repairs of the Hitachi 7800 Transmission Electron Microscope (TEM) requires a yearly maintenance agreement for the microscope. The Sole Source determination is based on the following: Hitachi maintenance agreement utilizes proprietary procedures and parts. Hitachi trained technicians and service engineers have diagnostic / administrative permissions in the software that control the instrument and are qualified to perform this maintenance. Planned maintenance is required to certify that the system is operational within specifications. Hitachi does not outsource (3rd party service providers or contractors) to perform repairs or other service activities on the Hitachi equipment. �The use of ""grey goods"" from any unauthorized source of means voids all post-sales support, warranties, and guarantees�. Therefore the service agreement must be supplied by Hitachi. This Service Maintenance Agreement (SMA) is for one (1) Base Year and four (4) Option Years The Government intends to award a Firm-Fixed Price sole source contract to HITACHI HIGH TECHNOLOGIES AMERICA, 1375 N. 28th Avenue, P.O. Box 612208, Dallas, TX 75261. The associated North America Industry Classification System (NAICS) Code is 811219 and the Business Size Standard is $20.5M. All responses received within four business(4) days after date of publication of this notice will be considered by the Government. A determination by the Government to compete the proposed requirement will be based upon responses to this notice is solely within the discretion of the Government. Interested parties may identify their interest in writing to the identified point of contact no later than 9:00 AM Eastern Standard Time (EST), August 10th, 2021.
