- Amendment 0002 issued to 140P1421Q0081 for the following: 1) Respond to the last set of questions (question deadline was August 2, 2021): Question: Does the Government have a preference for whether the training is conducted before or after the DEI culture assessment? Answer: After. The goal is for the consultant is to assess the organization and conduct training that is specific to the assessment findings. Question: What is the anticipated timeframe for award of contract for this work?� Is the response to the question complete (i.e. ""Would like to Award�)? Answer: Award will be made by Sept 1, 2021. Question: Are the provisions included or excluded from the total page (i.e.,15 pages)? Answer: Provisions are not included in the maximum number of pages for your proposal. Question: What provisions are we required to submit with our proposal? Answer: Page four of the solicitation, Instructions to Offerors, states that Provisions 52.204-24 & 52.204-26 shall be completed. Amendment 0001 issued to 140P1421Q0081 for the following: Question: Does the NTIR have a budget or level of effort estimate for the work? Answer: The Government Estimate is not available for this service. Question: We assume this is new work and there is no incumbent vendor. Can you please confirm? Answer: Correct this is new work. Question: Has NTIR conducted any previous DEI organizational assessments? Has NTIR conducted any organizational assessments? Answer: No Question: For option 3, does the NTIR have an estimate of the kind and quantity of support (in terms of labor hours) required? Answer: Estimated 5 hours per month for 10 months Question: Do proposed staff require any clearances? Answer: All computer equipment required to undertake the contract is expected to be provided by the contractor, so no. Question: Do proposed staff need to be US citizens or is it sufficient if they are authorized to legally work in the US? Answer: This shall be in accordance with your entity registration in SAM.gov, Department of Labor and the McNamara-O�Hara Service Contract Act. Question: In regards to option 2, are the field excursions one day excursions or multiple day excursions? Answer: Multiple day excursions, approximately 5 days each (including travel days) Question: When is the last day for questions? Answer: August 3 Question: Is there an incumbent for this work requirement? Answer: No incumbent. Question: If there is an incumbent, what is the name of the firm? How long have they worked with the NPS NTIR? Answer: N//A Question: What is the possibility of an extension of the deadline for vendors to submit their proposal responses to NPS? Answer: Yes, the response date is extended to 10AM MST, Monday, August 16, 2021 Question: What is the anticipated time frame for award of a contract for this work? Answer: Would like to Award Question: How soon after the award does NPS expect work to begin? Answer: A project schedule is due within 90 days of the post-award project orientation meeting. That meeting is slated for the week. Question: We are assuming that the requirement spans two to three trainings in order to accommodate all 20 staff-members located in the 3 offices in New Mexico and Utah. Is this an accurate assumption? Answer: No, the training is anticipated to be 2-3 sessions with all employees present at each session. Question: We note that travel is included in the firm fixed pricing quote. We understand this to mean that we are to provide our travel pricing separately for any travel we deem necessary for the base contract and accordingly for each of the three options. Is this an accurate understanding of the requirement? Answer: Travel shall be priced for the base and options in accordance with the Federal Travel Regulations and shall be included in the grand total for the firm fixed price. Question: We are assuming that NPS NTIR will allow for virtual sessions to be provided for the staff orientation and training. Is this an accurate assumption? Answer: Yes. Question: Does NPS have a specific technology platform it requires for virtual training? Answer: Microsoft Teams is preferred, though other options are possible (such as Zoom) Question: If virtual training is provided, does NPS anticipate providing the producer or is this to be provided by the contractor? Answer: We are assuming that the contractor will provide the necessary technology, and/or we can use the NPS Microsoft Teams platform, moderated by either NPS or the contractor. If Zoom is the preferred application, it will need to be set up by the contractor. Question: If firm fixed travel pricing is to be provided for Option 2, we need to know specifically which locations are anticipated for travel and how long the anticipated duration of each trip required / desired by the government, in order to best provide the best possible accurate pricing quote. Can the government please provide its best estimate information for this option? Answer: The price schedule has been updated to reflect the following for Option 2 1) Kansas City, Missouri: Two days travel, two days on site 2) Chattanooga, Tennessee: Two days travel, two days on site 3) Albuquerque, New Mexico: One day on site (in conjunction with Option #1 travel to Santa Fe/Albuquerque) Question: We are assuming that the Project Manager is the only individual for whom we are to provide a resume. Is this an accurate assumption? Answer: Please provide a resume for the project manager and organizational chart if applicable. Question: If additional resumes are to be provided, please advise the position name/type for desired resumes, maximum number of resumes, and maximum number of pages per resume that the government is seeking from each contractor for this response. Answer: Additional resumes are not required. Please provide an organizational chart if applicable. Question: Can the government advise if there are any formatting requirements and/or restrictions for this response? Answer: Please keep the file size to under 7 MB � Preferred Times New Roman, no smaller than 10 size font, 1.5 spacing. Question: Can the government please advise if there is a maximum number of pages associated with the response? Answer: 15 pages Question: We are assuming our responses are to be provided in two separate volumes - technical and pricing. Is this an accurate assumption? Answer: This is acceptable but not required. Question: While considering our pricing approach for Line Item 10, is it possible for us to do all in-person training in one location for all employees, or do we need to go to each of the three locations and train each group separately? Answer: Yes, one location is preferred, either all in-person or possibly a mix of in-person and video conferencing. Question: Sections B & C are missing in the Scope of Work section. Was this a formatting mistake, or is there information we are missing? Answer: This is a formatting error. Question: We noticed that travel pricing is mentioned twice in the RFQ document - in SOW VII, and in SOW XIV with opposing instructions. Can you confirm the travel pricing instructions and are we allowed to add an additional line price for travel, since it�s a pass through rate and not burdened? Answer: Section VII is providing FTR guidance on establishing your costs for travel. Section XIV is stating that travel costs may be invoiced in accordance with the established rate in the awarded contract after completion. You do not have to wait to the end of the contract to bill for those expenses once incurred. This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1421Q0081. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-06 and are available in full text through Internet access at http:// www.acquisition.gov/far/.
