Description
This contract requires completion of Lolo Motorway (Road #500) Phase 2 Road Reconstruction and Saddle Camp Pit Development.� The project is located on the Nez Perce-Clearwater National Forest, Idaho County, Idaho. The road reconstruction work requires completing approximately 9.5 miles of road reconditioning, 4 miles of full depth reclamation and hauling/placing aggregate. In addition, 12,� 18,� and 36,� culverts shall be removed and replaced; excavation and embankment shall be performed to widen existing sections of road that are too narrow for safe passage; the road shall be shaped to provide appropriate drainage; ditches and catch basins of existing culverts shall be cleaned; and drivable drainage dips shall be installed. The pit development work requires crushing 4000 tons of type F Gradation, 1000 tons of type M Gradation, and 128 cubic yards of Class 2 riprap; aggregate crushed shall be hauled and placed on the Lolo Motorway.� In addition, roadway reconditioning and clearing and grubbing will be performed to maintain the 5905 Road, which accesses the pit from Road #107.� The contractor shall furnish all labor, equipment, structures, supervision, transportation, operating supplies (except those designed as Government-furnished), and incidentals necessary to complete the project as required by the contract, plans, and specifications.� The road being reconstructed is located approximately 43.5 miles east of Kamiah, Idaho.� From Kamiah, take Woodland Road 0.50 Miles. Turn right onto Glenwood for approximately 11.3 miles to Road #100 which is an extension of Tommy Taha Connect. Stay on Road #100 for approximately 16.2 miles to Road #103. Turn right on Road #103 for approximately 14.8 miles to the junction with Road #104. Turn right on Road #104 for approximately 0.75 miles to the junction with Road #500 � Pete�s Fork Junction (MP 22.59) start of project. This project is located on the Lochsa Ranger District and begins in Township 36 North, Range 7 East, continues through T36N, R8E; T36N, R9E; T36N, R10E; T37N, R10E; and ends in Township 37 North, Range 11 East, at Road #500 junction with Road #107.� The Saddle Camp pit is located approximately 43.5 miles east of Kamiah, Idaho. From Kamiah, take U.S. Highway 12 to Road 107 to Road 5905 to access pit. This project is located on the Lochsa-Powell Ranger District in Section 4, Township 36 North, Range 11 East of the Boise Meridian.� The Government cost estimate, per FAR 36.204, is between $250,000 - $500,000. A pre-bid tour was�planned for�August 15, 2021 but cancelled via Amendment 1.� See Sections C and L of the solicitation for details.� �The estimated start date is 9/1/2021.� All work shall be completed by 10/30/2022 per Amendment 2. There are special performance requirements detailed in FAR 52.211-10�Alt I in�Section F.� Please read this clause closely after reviewing the solicitation specifications and drawings.� If the requirements of this Section would limit competition or cause siginificant price inflation, please email your concerns to Karen Ruklic at karen.ruklic@usda.gov. The complete solicitation with all attachments was issued/advertised on 7/6/2021.� The project has been solicited as total small business set-aside.� All responsible sources may submit a quotation which shall be considered by the agency. The Contracting Officer for this project, Karen Ruklic, works out of the Nez Perce-Clearwater National Forests Grangeville office.� The physical address is 104 Airport Road, Grangeville, ID 83530. PRE-BID TOUR PLANNED FOR 7/15/21 HAS BEEN CANCELLED DUE TO THE EXTREME FIRE CONDITIONS AND ASSOCIATED ROAD CLOSURES.� See Amendment 1.�� Amendment 2 was issued on 7/22/21 to extend the contract completion deadline and amend the special timing requirements due to the extreme fire season.� Also, photos of the Lolo Motorway were provided via Attachment J-8 and a cut and paste error on Amendment 1 was corrected.� Amendment 3 extended the deadline for receipt of offers to 8/11/2021.
