""The clause at 52.246-11 has been updated to include the following certifications: ISO 9001- International Standards Organization 9001-2015 or AS9100 Society of Automotive Engineers -Aerospace Standard AS9100 Rev D. Updated the narrative for Contract Line Items 1101AA and 6101AA to include reference to PRD paragraph 3.3.3. Section L Notice of Cost and Software Data Reporting (CSDR) System has been inserted.� The solicitation has been updated to include the CSDR Plan (DD2794) and Resource Distribution Table as Attachment 0015 and 0016 respectively. 2.� Attachment 0001 � Performance Requirements Document (PRD), and Attachment 0003 PRD Compliance Matrix -- are submitted as Version 3, dated 20 July 2021, and have been updated as follows: (Note: there was no Version 2 of Attachment 0003, PRD Compliance Matrix; however, the version number has rolled to Version 3 to maintain consistency with Attachment 0001, PRD) Clarifications were made to the PRD as noted below.� Paragraph 3.8, with subparagraphs, was added to further clarify instances where the original SINCGARS 1523F specification do not align with the PRD in order to delineate precedence. Paragraph 1.2 System Description. Clarifications: that PLI modes are not Threshold, �form/fit/function� removed in multiple instances where the intent could be confused to mean something more restrictive than intended. Paragraph 1.4.5.2 FAT. Clarification added about compliance with SINCGARS 1523F specification testing to be completed by Contractor. This is distinct from Government-led testing that will be in accordance with the Attachment 0005, First Article Test Plan. Paragraphs under paragraph 2 Applicable Documents. Clarifications and direction to see paragraph 3.8. Paragraph 3.1.1.5.2 (Dismounted antenna Interface). Clarification added: �SINCGARS 1523F specifications found in paragraph 3.9.1.3 states �The RT shall provide an effective match to a Manpack Antenna AS-3683/PRC.� The CNR solution shall meet this requirement or the manufacturer shall furnish the RT with an antenna of equivalent/better performance.� Paragraph 3.1.3.1 External GPS Interface Requirements. Clarifications about the interface being Threshold although the Situational Awareness versions of the waveform are not yet Threshold. Paragraph 3.1.5 CNR-RT Environmental Testing (and sub-paragraphs). Clarifications include paragraph numbers of SINCGARS 1523F specification as cross-reference. Paragraphs 3.1.5.5 Nuclear Biological Chemical (and sub-paragraphs). Multiple clarifications, SINCGARS 1523F specification cross-reference, and rationales. Paragraph 3.1 Dismounted CNR Set Capabilities. Added reference for N/A sections of 3.1. Deleted Objective reliability values. Paragraph 3.2 Mounted CNR Set Capabilities. Deleted Objective reliability values. Paragraph 3.3.2 Vehicle Intercom System Interface. Although the requirement is in the SINCGARS 1523F specification, repeated intent here for clarification. Paragraph 3.3.3 Installation Kit Adapter. Clarifications about the purpose of this CLIN and what it was describing are provided. This hardware is optional, and ordered using the appropriate CLIN if hardware is necessary to secure the RT into the legacy SINCGARS VAA. Paragraphs 3.4.1.6, 3.4.1.7, 3.4.1.15, and 3.4.1.16 are deleted. Paragraph 3.4.3.14 Clarifies Late Net Entry applies to both legacy and modernized version of SINCGARS. Paragraphs 3.5.2 and 3.5.3 for Dismounted and Mounted HMI, respectively have been updated with clarifications. Paragraphs 3.6 and 3.7 for FMS have been updated with clarifications. Paragraph 3.8 Deviations from the RT-1523F Specification has been added for clarification. Paragraph 5.3 Order of Precedence has been updated to include reference to paragraph 3.8 for deviations. 3.� Attachment 0002, Statement of Work (SOW) � is submitted as Version 1.1, dated 20 July 2021, and has been updated as follows:�[NOT PROVIDED ON SAM.GOV] Updated paragraph 9.7, to change the reference from JPAS to Defense Information System for Security (DISS).� 4.� Attachment 0007 � CNR Pricing Spreadsheet, is submitted as Version 2, dated 20 July 2021, and has been updated as follows: Modified to change CLINs 1201AA and 6201AA to CPFF CLINs, vice FFP CLINs.� This aligns with Section B of the solicitation. Attachment 0007, CNR Pricing Spreadsheet, has been updated to correct the error in the formula in cell T386 on Tabs 2-A and 2-B. Added information on the instructions tab on Attachment 0007, CNR Pricing Spreadsheet, to include the following:� �8. If a Contract Line Item Number (CLIN) is not required for an offeror's unique solution, which is compliant with the Government's requirement, then the CLIN shall be left blank (not $0.00) in the Pricing Spreadsheet.� Offerors shall provide additional information/rationale for the exclusion of these items in Column W on tabs 2-A and 2-B.� Added the following clarification to the GFM Historical data tab:� �The Government has identified� that three components of the RT-1523s have the highest likelihood of reuse by a potential vendor:�� the physical body of the RT (or �chassis�), the front key panel display, and the power supply circuit card.� The Government has provided historical data stating the estimated cost and re-use rate for these three components.� 5.� Attachment 0013, Past Performance Questionnaire � is submitted as Version 2, dated 20 July 2021, and has been updated as follows: Part III, Return Information, has been updated to provide instructions to be completed by Point of Contact � Respondent. 6.� Attachment 0014, Section L and Section M � is submitted as Version 3, dated 20 July 2021, and has been updated as follows: Attachment 0014, Section L and Section M, has been updated to provide instructions for offerors who need to request a drop off code on the DoD SAFE file exchange site, which can be requested from the Contracting Officer (bradley.a.phillips14.civ@mail.mil) and Contract Specialist (lee.alexis.civ@mail.mil). Updated to clarify that all pages shall be in standard letter size (8.5 x 11 inches). Updated to clarify the date format for file names.� This has been updated to ""MMDDYYYY"", which previously was annotated as �MMDDYYY�.� For example, August 9th, 2021 would be annotated as 08092021. Updated to provide clarification that Cover Sheets, Tables of Contents, and Acronym Lists are excluded from the page limitations identified in Section L. Updated to provide instructions that Offeror provided Data/Software Rights Assertions shall be presented to the Government as an attachment to the Technical Proposal. Updated to remove the term �native format�, and emphasizes the appropriate file formats as listed in the table in Attachment 0014 at A.1(c). Updated to state that:� �Each volume of the proposal shall consist of a Table of Contents, Summary Section, and Narrative discussion�, instead of each file. Updated to annotate that the cost/prices associated with License Rights shall only be included in the Cost Narrative section of the proposal.� Attachment 0014, Section L and Section M, has been updated to reflect that the cost for License Rights shall be captured in the Cost Narrative proposal.
