- Description
- 1. Purpose This is a pre-solicitation notice for the FAA�s VoICE over IP Communication Enterprise (VoICE) Phase 1 Air-to-Ground (A/G) Protocol Converter System (APCS) procurement. Please refer to Attachment 01, FAA NAS VoICE Public Notices, for background. This notice serves the following purposes: (a) Advises industry of the anticipated APCS PSIR Part B release date of September 9, 2021; this announcement will be updated at that time. PSIR Part B will include draft Section B, Supplies or services and prices/costs (including labor categories (LCATs)); Section F, Deliveries or Performance; Section H, Special contract requirements; Section L, Instructions, conditions, and notices to offerors; Section M, Evaluation factors for award; and J Attachments. � (b) Advises industry of the FAA�s intent to issue a separate, stand-alone market research announcement specific to the Buy American Act requirement, with an anticipated release date of release date of September 9, 2021. The announcement will request industry input. (c) Announce APCS PSIR Part B Industry Day tentatively scheduled for September 30, 2021. Registration instructions will be included in an update to this announcement. (d) Advises industry of the FAA�s intent to conduct industry one-on-one meetings with interested parties. For the purpose of this announcement, an �interested party� means: A company that has shown interest through submission of comments to prior NAS VoICE SAM notices; and A potential prime contractor (NOTE: Prime contractors will be permitted to include any associated subcontractor(s) and/or team member(s) in the one-on-one meeting). The FAA may choose not to hold one-on-one meetings if there are potential risks associated with meeting the acquisition SIR release schedule. Should the FAA hold meetings they will be scheduled in FY22 1st Quarter through FY22 2nd Quarter. One-on-one meetings would be used to: Solicit clarification or seek additional detail associated with submitted comments, questions, and recommendations; Improve the quality of the SIR; Increase competition; and Positively impact the requirements. 2. The FAA is not seeking or accepting unsolicited proposals. The FAA is seeking interested sources that are capable of fulfilling the FAA�s requirements. Any cost associated with the market survey submission, therefore, is solely at the interested contractor�s expense.
