- Combined Synopsis/Solicitation Title - Schaake Fuel Delivery Location: Ellensburg, WA The Government has a requirement for the delivery of off road dyed diesel. Quotes are due on 08/05/2021, 3:00 PM Mountain Time. Vendors shall submit the following items in response to this solicitation: 1. Complete the Evaluated Gallon Price Tables listed in Section B of this document. 2. Submit the appropriate information requested under section E-1 52.212-1 3. Unique Entity Identifier also known as the DUNS number. THE QUOTE SHALL BE RETURNED TO THE FOLLOWING EMAIL ADDRESS(ES): dmcguire@usbr.gov dlong@usbr.gov ssnediker@usbr.gov No facsimile (FAX) quotes will be accepted. To receive an award, vendors must submit the completed provision 52.204-24 (E.5) if your Representation and Certifications in SAM were completed before October 2020. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 140R1021Q0045 and is issued as Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, dated 07-12-2021. This is a total small business set aside with the associated NAICS code of 324110 Petroleum Refineries. The small business size standard is 1500 employees. The period of performance is three (3) months, plus two one (1) month option periods at the following location: Schaake Project Site, Ellensburg, WA 1180 Umptanum Road Ellensburg, WA 98926 Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition the addenda are listed in the provision section of this document. It is imperative to review this provision as it details what is required for quote submission. Provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition and is listed in the provision section of this document. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and the addenda are listed in the clause section of this document. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are listed in the clause section of this document. The purpose of Amendment 01 to RFQ 140R1021Q0045 is to incorporate the following changes: 1. Extending the solicitation due date through 3:00 PM MT on August 4, 2021. Replacement page 01 is attached to this amendment. The purpose of Amendment 02 to RFQ 140R1021Q0045 is to incorporate the following changes: 1. Extend the solicitation due date through 3:00 PM MT on August 5, 2021. 2. Update Section B SUPPLIES OR SERVICES AND PRICE to (1) include the �Evaluated Gallon Price� Table and instructions for completing the table, (2) remove the Contract Line Items Numbers (CLINs) for the tank requirement, and (3) update the Time & Material CLINs to not-to-exceed (NTE) amounts (The fuel CLINs are being changed from NTE gallons to NTE dollar amounts; the NTE amounts are subject to change prior to award.) The offeror shall fill out and return the �Evaluated Gallon Price� Table. 3. Update Clause C.15 (previously C.17) DOI-AAAP-0028, V03 INVOICE PROCESSING PLATFORM (IPP) � TREASURY ELECTRONIC INVOICING SYSTEM. (Sep 2017) is changed to reflect the following: The Contractor shall also submit an electronic copy of the IPP invoice to the Contract Specialist at dmcguire@usbr.gov once the invoice has been submitted to IPP, along with the OPIS Contract Benchmark File showing prices paid and copies of all delivery tickets. Failure to e-mail the invoice may cause significant delay or possible rejection of payment request. 4. Remove FAR Deviation Clauses for 52.219-6 and 52.219-14. FAR Clauses 52.219-6 and 52.219-14 were appropriately checked under FAR 52.212-5 accordingly. 5. Update Section D.1 Statement of Work (SOW) to (1) change the period of performance start date from August 2, 2021 to August 6, 2021 (subject to change), (2) remove requirement for provision of a tank, (3) and clarify the delivery schedule. The requirement for a tank has been removed from the SOW. 6. Update Section D.2 Maps, to provide the corrected version of the map. 7. Update Clause E.1 52.212-1 Instructions to Offerors- Commercial Items, paragraph (b)(4) to include the following addendum: �ADDENDUM: Contractor must complete, and submit, the Evaluated Price Tables, Table A and B, provided in Section B.� 8. Provide all offerors with answers to questions received in response to the solicitation (see document entitled, �Questions and answers.� RFQ 140R1021Q0045 Amendment 02 replaces RFQ 140R1021Q0045 in full. The remainder of the solicitation remains unchanged. Pursuant with FAR 52.212-1(b), offerors shall ensure any quotation submission(s) include acknowledgement of this solicitation amendment as well as subsequent amendments, if any. No further questions will be accepted.
