Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0096 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The associated NAICS code is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, with a small business size standard of 750 employees and the PSC code is 6636. The Department of Agriculture (ARS) has the need for the following products: 001) In Vitro Glove Box Scope of Work: The USDA-ARS National Laboratory for Agriculture and the Environment in Ames, IA is seeking sources for an In Vitro Glove Box which can mimic multiple environmental conditions including temperature as well as physiological gasses (nitrogen, carbon dioxide, oxygen). Background: An In Vitro Glove Box for tissue culture allows for cells to be cultured in a highly manipulatable environment in order to mimic various environments such as hyperthermia, hypothermia, hypoxia, and hypercapnia. In addition, the box could be used to co-culture cells and bacteria in a physiologic environment that is suitable for both. The glove box feature allows for cells to stay in the environment (and not be removed such as with a regular incubator) to change media, collect samples, etc�This is the first attempt, or purchase of this instrument and there is no information technology involved. Technical Requirements: Must have control of O2 and CO2 in 0.1% increments Must have temperature and humidity control Most have interior power supply Must have gloveless sleeves and arm port plugs for when operator is not working in box Must have an Atmosphere Filtration System (HEPA)�� Capsule system filters the box atmosphere and controls contamination through a standard HEPA filter. Must have an Airlock System � Purge-only airlock which equilibrates O2 levels by purging excess O2 prior to opening the chamber. Must contain a Humidified Incubation Box � Separate unit that sits inside glove box which allows cultures to be humidified in a smaller environment. Must have UV Light���A combination of fluorescent and 254-nanometer UV lights provides illumination and decontamination of the work area. Must have a Vacuum Sleeve�� Further minimize the slight amount of O2�transferred into the system when accessing the unit through the glove ports. Must have a Feed-Thru Adaptor able to accommodate a 4� ribbon cable in addition to a microscope feed-thru�� Electrical wiring, tubing or cords are input through factory-installed feed-thru adaptors sealed through the glove box wall in order to accommodate usage of equipment such as a microscope or automatic resistance measurement instruments connected to external power and computers. Must have a Microscope View Port���Microscopes, valuable tools for intrabox work, are easier to use with this optically clear, flexible vinyl port. Note: Quoted products should be USA Manufactured if at all possible. Vendor will require access to NSRIC/NLAE in Ames, IA to install instrument. Installation will require approximately 4 hours. Evaluation Factors: Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable quote. The lowest priced quote will be evaluated first; if not found acceptable, the next lowest priced quote will be evaluated, and so on until an acceptable quote is identified. The government will not review higher priced quotes if the lowest priced quote is determined to be technically acceptable. For a vendor�s quoted products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation/SOW. Key Deliverables: In Vitro Glove Box 1-year warranty Delivery Installation Training Delivery: Delivered to be made to USDA-ARS, National Laboratory and the Environment, 1015 N. University Boulevard, Ames, IA, 50011 by or before November 1, 2021 (11/01/2021). The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Ames, IA and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. Finally, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF 1449�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF 1449 to�aaron.dimeo@usda.gov by no later than�Monday, August 16, 2021 at 5:00 PM�Central Standard Time. Questions in regards to this combined synopsis/solicitation must be submitted through email and are due no later than�5:00 PM CST on Wednesday, August 11, 2021. Answers to any questions received by that time will be�posted as an amendment to this combined synopsis/solicitation.
