- NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER.� The United States Coast Guard (USCG) Research and Development Center (RDC) intends to solicit and award a sole-source fixed price contract to Envhydro Corporation (DUNS: 015203188). With the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements).� The North American Industry Classification System (NAICS) Code is: 541620 Environmental Consulting Services. The requirement is to provide professional guidance, analysis and interpretation to the Behavior of Diluted Bitumen in Freshwater Environment Cold and Warm Weather Field Experiments.� The scope includes guidance on test plan preparation by providing oil particle aggregate (OPA) sedimentation expertise, and attending the field tests for both the warm and cold weather experiments and a written report that interprets the results of the experiments. This shall also include the review and editing of a scientific peer-review journal article. This purchase order shall require an Oil Particle Aggregate (OPA) Sedimentation Subject Matter Expert.� Minimum requirements for the Oil Particle Aggregate (OPA) Sedimentation Subject Matter Expert: ��� A Ph.D. (or equivalent) in a field of study directly related to Environmental Engineering is required. ��� A minimum of 20 years of progressively increasing responsibility in directly related disciplines and/or projects is required. ��� At least 5 years shall reflect extensive and in-depth experience in the conduct and design of field experiments in oil particle aggregate sedimentation under environmental fluid mechanics, and ocean processes application to mitigating oil spills. ��� Published research in peer-reviewed journals on the subject of oil particulate aggregate (OPA) and sedimentation with in-depth analysis on marine water environment under small scale and mesoscale research. No solicitation package will be issued.� This notice of intent is not a request for competitive proposals.� However, all responsible sources may submit a capabilities statement and resume demonstrating the qualifications of their proposed Oil Particle Aggregate (OPA) Sedimentation Subject Matter Expert �to the joint attention of the Ms. Anastasia M. Freddino, Contracting Specialist, at Anastasia.M.Freddino@uscg.mil and Ms. Jacqueline Brown, Contracting Officer, at Jacqueline.Brown@uscg.mil with 70Z02321QP51D0100 in the subject line, which will be considered by the agency if received no later than noon, EDT., Monday August 23, 2021. This notice shall not be construed as a promise to contract or a commitment of any kind.� This information is subject to modification and in no way binds the Government to award a contract or contracts.� The Government is not responsible for any cost incurred by industry in responding to this notice.� A determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
