Page 2 of 2 Date: August 5, 2021 To: Contract File Subject: Addendum JUSTIFICATION AND APPROVAL for 36C10X20C0077 Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Innovation Ecosystem (IE) Innovation Support Services (VA-20-00087765) There are no changes to section 1 - 2 of the Justification & Approval Section 3 and Section 5 is hereby revised to include the following: Modification P00002 increased the total value by $900,000.00 from $3,272,689.73 to $4,172,689.73. However the new total value does not exceed the $5M threshold required by statute per the initial award.  VHA IE submitted correspondence requesting changes to the current contract to accommodate the Government s need for additional reports. During the period of performance, the Government and the contractor discovered an in-scope need for robust reporting that was not originally known or foreseen. With this discovery, the reporting the Government now requires is beyond the quantities originally envisioned by the Government and the contractor. VHA IE is requesting additional detailed reports and analysis concerning 3D Printing capability expansion and planning to meet VHA IE planning and forecasting needs for 3D printing in the outyears. This level of reporting requires advanced data analytics techniques and expertise that VHA IE currently does not possess organically within the organization. The additional reports required in addition to the increase of quantity of reports will meet VHA IE s current needs as the program office plans for 3D printing expansion within VA to meet the varied needs of Veterans throughout in the nation. Section 7 is hereby revised to include the following: Modification P00002 is in the best interest of the Government as it is required to ensure continuity of the services provided at VHA IE. Pricing for the additional work was reviewed and approved by the COR and was equivalent to the IGCE prepared for this modification. Therefore, the pricing as a result of this modification is determined to be fair and reasonable. Furthermore, the award of this modification does not impact competition as this was awarded as a sole source under Public Law 109 and these changes are within the threshold of $5M.
