- NOTICE OF INTENT TO SOLE SOURCE The Network Contracting Office (NCO) 2, Department of Veterans Affairs intends to negotiate a Firm-Fixed Price sole source purchase order with Agilent Technologies, Inc. for the purpose of acquiring a fluorescent spectrometer and accessories for the Buffalo VA Medical Center in Buffalo, New York. The spectrometer is equipped with a rapid xenon flash system and room light immunity that can be used with fiberoptic to test samples that are not in an optical cuvette. The Government intends to negotiate solely with Agilent Technologies Inc. per FAR 13.106-1(b), as no other source of supplies will satisfy agency requirements. Agilent Technologies, Inc. is a unique source for Cary Eclipse Spectrometers capable of fulfilling the Government s needs. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. The Government will not pay for information submitted. Inquiries will only be accepted via email to Matthew.McDonell@va.gov and will consider responses received by 1:00 pm Eastern Standard Time on August 11, 2021. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
