Special Notice Special Notice The Department of Veterans Affairs, Regional Procurement Office East (RPO-E), Network Contracting Office 1 (NCO1), intends to sole source a Blackrock Microsystems Neuroport 256 and Cere Stim Micro 3 module used for electroencephalography (EEG) recording and monitoring of electrical brain activity. Minimum Salient Characteristics: The following are the minimum salient characteristics that must be met. NeuroPort system FDA cleared for monitoring brain signals Flexible analog and digital inputs and outputs for interfacing with external equipment 16 programmable auxiliary analog inputs: 30 kHz, 16-bit, ±5 V 16 programmable auxiliary digital inputs with individual bits, strobe word, or mixed modes: 30 kHz, 16-bit, ±5 V 4 programmable auxiliary analog outputs with custom analog pulse generator or analog electrode monitoring features: 30 kHz, 16-bit, ±5 V 16 programmable auxiliary digital outputs with custom digital pulse generator or digital electrode monitoring features: 30 kHz, 16-bit, ±5 V 2 audio outputs (1 stereo 3.5 mm jack and 2 mono BNC outputs) 1 RSS-232 I/O port with variable baud input and output 1 SYNC output for synchronizing external equipment Real-time processor capable of sub-millisecond closed loop computation DC-coupled, low-gain and high-resolution front-end electronics support processing signals from low- and high-impedance electrodes without introducing a phase-shift in the Local field potential signals and single neuron spiking signals Front end electronics designed for rapid recovery from both micro (1-1000uA) and macro (1-10 mA) electrical stimulation Front end s capable of interfacing with clinical macro and micro electrodes from Ad-tech, PMT, and Dixie including ecog grids, sterio EEG leads, macro-micro sterio EEG leads, and Behnke-Fried probes Macro-electrode front ends allow a direct passthrough for clinical diagnostic signals to the Natus Quantum while providing buffered signals to the NeuroPort system for research purposes Gigabit network interface to allow for parallel multi-user, multi-PC, control and operation of the system without need of any special hardware Adaptive digital synchronous line-noise cancellation and synchronous external-noise cancellation with up to 2 noise reference inputs for high fidelity recordings in clinical environment User-defined digital real time filters Online C++ and MATLAB interface for online data analysis in closed-loop experiments able to control all aspects of recording and stimulation ` CereStim R96 Microstimulator Compatible with Blackrock Microsystems NeuroPort Bio-Potential System Real-time programmatic control of stimulation across multiple electrodes Ability to deliver stimulation current waveforms to up to 96 channels. Tasks Vendor should provide all new equipment free from damage and in working condition upon setup. The objective of this sole source award is for a firm fixed price purchase order with Blackrock Microsystems, LLC, 630 Komas Drive, Suite 200, Salt Lake City, UT 84108, DUNS 827132015.  This sole source determination is in accordance with FAR 16.505(b)(2). The North American Industry Classification System (NAICS) code for this procurement is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing. The Small Business Administration (SBA) size standard is 1,250 employees. The PSC code is 6640, Laboratory Equipment and Supplies. This notice of intent to sole source is not a request for quotes. Interested vendors that can meet this requirement, should identify their interest and capability, and respond to this notice by 08/12/2021 by 10:00 AM EST. Interested vendors must send a capability statement, no more than one page in length; to include Company Name, Duns Number, Socioeconomic Category, brief description of your business entities capability to provide these services.
