Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with EO Space, 6222 185th Avenue Northeast, Redmond, WA 98052, under the authority of FAR Part 13.106-1(b), for the procurement of a Lithium Niobate Phase Modulator to be used by NIST Physical Measurement Laboratory (PML), in Gaithersburg, MD. � ***** Sole source determination is based on the need to acquire one (1) lithium niobate intensity/amplitude modulators. This acquisition will allow PML to develop the next generation quantum SI photonics-based temperature sensors and standards via developing new, state-of-the-art temperature measurement technology that is based on quantum opto-mechanics. This development can be an alternative to SPRT (Standard Platinum Resistance Thermometer). To break the limits of conventional resistance-based thermometry, the optical frequency readout of photonic thermometer must be very precise and accurate. The photonic measurement setup is based various laser-locking techniques. For stable and precise locking to the resonance cavity of the photonic thermometer is it required that EMOs have ultra-low optical insertion losses ((1) 4dB or less, including polarizer) and low modulation voltage ((2)V_pi ~3V @ 1GHz, or less for phase modulator, and (3) ~4V@1GHz, or less, for amplitude modulator). Only one company, EO Space can offer a modulator that offers these three (3) unique requirement and is the sole manufacturer with no authorized distributors. � ***** The North American Industry Classification System (NAICS) code for this acquisition 334516� Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. ��� ***** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued.� This notice of intent is not a request for quotations.� Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
