- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items and was prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and SAM (Sam.gov). The solicitation number is N0018921QZ279. This solicitation is a request for quotations (RFQ). The solicitation documents and incorporates provisions and clauses in effect through FAC 2021-06 and DFARS Publication Notice 20210709. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The North American Industry Classification System (NAICS) Code applicable to this solicitation is 511130 and the Small Business Size Standard is 1,000 employees. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Detachment Philadelphia hereby provides notice of its intent to award a sole source, firm-fixed price (FFP) contract. The Government intends to solicit and negotiate the instant procurement on a sole source basis to Pearson Education, Inc., a large business of Hoboken, NJ (CAGE Code: 3A8R6) pursuant to the procedures of FAR Part 12 and Subpart 13.5. The sole source nature of this requirement is based on the determination that Pearson Education is the only vendor that can update and revise the Naval Science 1 textbook as they own the copy rights. The requirement is being processed on behalf of the United States Naval Service Training Command (NSTC). The contractor is to provide the support required to provide the materials below. FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. A Government technical point of contact for delivery will be provided at time of contract award. - CLIN 0001 - Naval Science 1 Textbook - 40,000 Each - CLIN 0002 - Naval Science 1 Instructor Guide - 1,500 Each - CLIN 0003 � Naval Science 1 E-books 5000 Each The anticipated delivery date is 30 Sep 2021 (or 12 months from date of contract award). The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered; all responses from responsible sources will be fully considered. The following provisions and clauses apply to this solicitation: - 52.212-1, Instructions to Offerors � Commercial Items. - 52.212-4, Contract Terms and Conditions� Commercial Items - 52.212-5,Contract Terms and Conditions Required to Implement Statutes Or Executive Orders� Commercial Items. Quoters are advised to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications � Commercial Items. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. See Attachment I for additional contract requirements, terms, and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. No Defense Priorities and Allocations System (DPAS) rating is applicable to this procurement. System for Award Management (SAM).
