- Combined Synopsis/Solicitation Heavy Equipment Relocation for the 53rd Test Support Squadron (TSS) Tyndall AFB, FL 32403 2 August 2021 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. The solicitation number is FA481921Q0039 and is hereby issued as a request for quotation (RFQ); 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06. 3. This acquisition is a total small business set-aside and the associated with North American Industry Classification System (NAICS) code is 484110. The applicable Small Business Size Standard is $27.5M. 4. The following line item number(s) and description, quantities, and units of measure are applicable to this acquisition: Table 1 CLIN - 0001 Description - Heavy Equipment and Machinery Relocation in accordance with the attached Performance Work Statement (PWS). Qty -�1 Unit -�Job 5. This requirement is for Heavy Equipment and Machinery Relocation at Tyndall AFB, FL 32403. The contractor shall provide all labor, equipment, materials, and all other items necessary to remove heavy equipment and machinery from buildings 274 and 226, then haul and stage the equipment in building 9730 at Tyndall AFB, FL in accordance with Attachment 1, Performance Work Statement (PWS) dated 28 July 2021. 6. Date(s) and place(s) of delivery and acceptance and FOB point are as follows: a. Period of Performance: Complete NLT 10 Sep 2021; b. Place of Performance: Tyndall AFB, FL 32403; c. Inspection/Acceptance Terms: Destination/Destination; and d. Delivery Terms: N/A 7. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Addendum to this provision is as follows: a. Offeror shall include with their offer, the following: i. List of Equipment that identifies the quantities and types of equipment that will be used to load, unload, and transport the heavy equipment and machinery for transport as required by the attached Performance Work Statement. 8. The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. In accordance with FAR 52.212-2(a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made using the lowest priced technically acceptable evaluation methodology. The following factors will be used to evaluate offers: a. Technical i. Technical Subfactor 1: List of Equipment The List of Equipment will be determined acceptable if it identifies adequate equipment required to load, unload, and transport the heavy equipment and machinery as required by the Performance Work Statement. Failure to provide a List of Equipment will result in an unacceptable technical rating. b. Price (evaluation of price shall be the sum of all contract line items) 9. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 10. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. 11. Site Visit: A site visit will be held on 13 Aug 2021 at 0900 CDT. The contractor shall notify the Contracting Officer of their intent to attend the site visit no later than 3 business days prior to the established site visit date.
