Description
This is an Indefinite Delivery-Indefinite Quantity (IDIQ) contract for nasal foam swabs.� The Department of Health and Human Services (HHS) has a requirement to purchase foam tipped swabs for the Strategic National Stockpile (SNS).� It is anticipated that these swabs may be provided to test manufacturers in order to facilitate an improved response to COVID-19 or other potential pandemics, or for rapid scaling of tests that require these foam tipped swabs. These swabs may be used for anterior nares specimen collection to continue to support COVID-19 testing.� However, HHS may also use the purchased swabs for other purposes. The requirement is for nasal foam swabs that comply with all applicable FDA controls and regulatory requirements, and conform to the following characteristics: sterile, 6 inches in length, polyurethane foam tip, polystyrene or other synthetic handle, and individually wrapped.� The swabs must have a shelf life of five (5) or more years from the date of manufacturing. The swabs must be utilized currently in a test for SARS-CoV-2 that has Emergency Use Authorization (EUA) from the FDA or a test for SARS-CoV-2 that has FDA approval kits. The nasal foam swabs are used for collection of specimen from the anterior nares and are collected by either a healthcare provider or by onsite self-collection. The estimated quantity is 250,000,000 nasal foam swabs for the contract term. The awardee must be able to supply, at a minimum, 65,000,000 nasal foam swabs within one week (seven (7) calendar days) after contract award. The awardee will make deliveries to one (1) location in the in order to provide the nasal foam swabs to the SNS. The term of the contract will be for an eighteen (18) month period. This procurement has an estimated value of 250,000,000 swabs over the life of the procurement. The contract maximum is 750,000,000 swabs over the life of the contract. Solicitation SPE2DE-21-R-0008 is expected to be issued around August 9, 2021 and can be found on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/.
