Page 5 of 5 Request for Information COVID Outbound Contact System 36C10B21Q0486 This is a Request for Information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and submit a capability statement demonstrating their ability to meet this requirement by providing technical details on how their company would provide these services. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Introduction The Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Development, Security, and Operations (DevSecOps) Information Technology Operations and Service (ITOPS) Solution Delivery (SD) Unified Communications Infrastructure (UCI) has a need to provide a new enterprise outbound contact solution to support any engagement with a customer that originates from the contact center to the customer. This solution will replace aging / legacy call back solutions at call center sites throughout VA. This solution will fully integrate with VA s existing Enterprise Voice Platform. The Contractor shall provide an outbound contact solution with the core functionalities of Outbound, Virtual Hold, and Scheduled Call Back. The Contractor shall provide project management, installation and integration, training, and technical support. The Contractor shall be a Cisco Preferred Solution Partner. Submittal Information: Please submit the below requested information by 11:00 AM EST on August 12, 2021, via email to Heera Polanco (Heera.Polanco@va.gov).. Questions shall be submitted no later than August 9, 2021. VA reserves the right to not respond to any, all, or select responses or materials submitted. All VA current requirements identified herein are subject to change at any time. If you experience any problems or have any questions concerning this announcement, please contact Heera Polanco via email. Responses shall not exceed 20 pages. As part of your RFI response, please provide the following information: GENERAL 1. Include the following identification information: a. Company Name b. CAGE/DUNS Number under which the company is registered in SAM.gov c. Company Address d. Point of contact name, telephone number, and email address 2. VA anticipates that this effort would fall within North American Industry Classification System (NAICS) Code 541519, which has a size standard of 150 employees. If you believe there is a more appropriate NAICS code, please provide that to the Government with your rationale. 3. Identify existing contract vehicles (e.g. NASA SEWP V GWAC, GSA, etc.) in which you are a contract holder that can be utilized to procure these services. 4. With respect to the subject effort, if you are the Prime or sub-contractor, please describe your teaming arrangement and task to be performed by each partner/ team member. 5. If a small business, what socio-economic status do you fall under/claim? Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort? Are you able to comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and with subcontracting limitations in 13 CFR 125.6 in execution of this effort? CAPABILITY STATEMENT Please submit a Solution/capability statement describing your company s ability to meet the overall requirement described and responses to the questions below. The solution/capability statement shall be limited to twenty (15) pages and should address the following: Provide feedback and comments on any of the specifications found within the provided draft PWS. Have the documents provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? State any missing or altering specifications VA should consider. Are there any specifications that you believe are unachievable by industry? If so, please state why. Provide detailed data indicating how the proposed solution shall meet the specific requirement in the PWS Section 5.0 Paragraph 5.1.1 through 5.2.8 Please provide your approach to delivery methods of Training requirements in PWS Section 5.3. Shall provide a sample of available training that will meet this requirement as stated. Provide approach to Technical Support in PWS Section 5.4 and how you will deliver this requirement. Provide comments on any upcoming industry changes that might occur over the next 5 years for the proposed model that might make a contract of this extent hard to fulfill by industry. Do the anticipated technological changes prohibit the ability to establish a long-term fixed pricing or long-term specification stability? I.E. With regard to section 5.4 Technical Support, will the proposed solution be supported for both product solution, support and technical Subject Matter Expert (SME) for the five Option Periods if exercised? What additional information would be needed to provide a firm fixed price quote for each item/task within section 5.2. Section 5.2 provides the VA Enterprise baseline to be used to accommodate the requested solution. Is your company currently providing similar services to any government agency or other non-government customers? If so, please identify the agency or non-government customer. If you are unwilling to share your customers' identity, please address whether your company offers the same or similar services, commercially (outside the federal government).
