DRAFT THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. RFI #36C26221Q1176 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research purposes only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS/PSC for this requirement is: NAICS Code: 562211 Hazardous Waste Treatment & Disposal PSC: F108 Environmental Systems Protection Environmental Remediation Size Standard: $41.5 Million Description of Requirement: Hazardous Waste Removal and Disposal Services for VA Greater Los Angeles Healthcare System (VAGLAHS) Contractor shall provide all necessary labor, personnel, supplies, travel, supervision, equipment, tools, and materials to perform low-level radioactive material (RAM) removal and disposal services in accordance with the terms and conditions of the contract. The Contractor shall perform to the standards in the contract as well as all local, state, and Federal regulations, including but not limited to, the United States Nuclear Regulatory Commission; US Department of Transportation; and the US Environmental Protection Agency. Services shall be performed at the VA Greater Los Angeles Healthcare System 11301 Wilshire Blvd. Los Angeles, CA 90073. The VAGLAHS Radiation Safety Department has five 55-gallon drums and sealed sources of long-lived low-level radioactive waste that cannot be held for decay-in-storage. There is also a benchtop contaminated with C-14 that contains asbestos. The countertops shall be removed and disposed of in accordance with waste disposal regulations for mixed waste and asbestos by contractor. Contractor must be a waste broker which is an intermediary company between the VA and the final disposal site for the hazardous waste material. Proposed contract shall be for one year of service. Contractors must be able to demonstrate that they have this specific experience performing the services required above. Contractor shall provide prior work experience providing hazardous waste removal and disposal services, how long has your company been providing these types of services, state location of facilities, provide complete addresses for each facility, POC for each facility. 3. Interested and capable Contractors should respond to this notice not later than Tuesday, August 10, 2021 @ 10:00 AM PDT by providing the following via email only to Imelda Martinez, Contract Specialist, at Imelda.martinez@va.gov. (a) company name (b) address (c) point of contact (d) phone, fax, and email of primary point of contact (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned Small Business (SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). (g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described herein. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. The Contractor shall provide the services stated herein the Statement of Work. 5.1 SCOPE: The goal of this contract is to remove mixed and radioactive waste from VAGLAHS that exceeds the 120 days half-life decay-in-storage limit. Abate lab benches containing asbestos contaminated with C-14 and dispose of in accordance with local, state, and federal regulations Abate all asbestos lab benches in the room (including the one fume hood is on) Dispose of long-lived isotopes collected by VAGLAHS Radiation Safety Specific Tasks. 5.2 Abatement of lab bench mixed waste To deactivate the lab from VA GLA s permit the C-14 contaminated benches needs to be removed and disposed of in accordance with local, state, and federal regulations. Tasks Subtask 1 Demolition of lab benches. The lab bench made of transite asbestos will need to be dismantled, while mitigating the asbestos hazard. Subtask 2 Packaging. Contractor shall package the mixed waste in compliance with local, state, and federal regulations. Subtask 3 Paperwork and manifests. Preparation of RAM waste shipment paperwork and manifest in compliance with Department of Transportation (DOT) and Nuclear Regulatory Commission (NRC) requirements/guidance/regulations. Subtask 4 Labeling. Label exterior of the RAM waste per DOT and NRC regulations; placard the transport in accordance with DOT Subtask 5 Transportation. Contractor will remove the mixed waste lab benches from VAGLAHS campus and transport to a licensed disposal site. Subtask 6 Disposal. Contractor will dispose of mixed waste in accordance with proper federal, state, and local regulations Subtask 7 Recordkeeping. Records of disposal / location of disposal will be submitted to VAGLAHS to ensure proper disposal of waste 5.3 Long-lived Isotope Disposal Five 55-gallon drums of low-level radioactive waste has been collected by the Radiation Safety team. In addition, the radiation safety team has collected other long-lived isotopes that will be collected and disposed of through the Contractor Tasks Subtask 1 Packaging. Package sealed sources, uranyl acetate/nitrate, and long lived barrels in compliance with local, state, and federal regulations. Subtask 2 Paperwork and manifests. Preparation of RAM waste shipment paperwork and manifest in compliance with Department of Transportation (DOT) and Nuclear Regulatory Commission (NRC) requirements/guidance/regulations. Subtask 3 Labeling. Label exterior of the RAM waste per DOT and NRC regulations; placard the transport in accordance with DOT Subtask 4 Removal of waste. Contractor will remove all radioactive waste from VAGLAHS and transport to appropriate disposal licensed site or through an appropriate disposal method. Subtask 5 Disposal. Contractor shall dispose of waste in accordance with proper federal, state, and local regulations Subtask 6 Recordkeeping. Records of disposal / location of disposal will be submitted to VAGLAHS to ensure proper disposal of waste 5.4 Other Pertinent Information or Special Considerations. Contractor must have the necessary Certifications: Possess a current NRC or Agreement State radioactive materials license appropriate for this work and to be licensed to take possession of the radioactive material Possess appropriate liability insurance Control the truck, either by direct ownership or by lease, that will be used to transport the radioactive material The driver(s) of the transport vehicle(s) must be an employee of the contractor with appropriate credentials for this work, including, the proper driver s license and appropriate training as required by DOT in Title 49 of the Code of Federal Regulations. Must serve as the 24-hour emergency contact required by DOT Must dispose of waste picked up from VA GLA within one year of pickup and provide certificate(s) of disposal indicating final disposal site including date within a year Contractor must not transfer waste to another waste broker Provide all applicable export petitions, permits, or similar documents required to legally dispose of the RAM Provide necessary supplies for packaging Participating Facility: VA GREATER LOS ANGELES HEALTHCARE SYSTEM Contractor Responsibilities/personnel: Contractor shall comply with all hazardous waste removal and disposal services required for this procurement and work very closely with the Contracting Officer s Representative (COR). Contractor personnel performing these specialized services must be fully qualified, knowledgeable, and trained personnel that are competent to meet the requirements of this contract and fulfill all obligations of this contract. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can provide the services, VA will set aside the underlying solicitation per 38 U.S.C. §8127. Contractor must be verified in VIP at time of proposal submission and at time of award. 7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov.
