- Request for Information (RFI) Description: Tobyhanna Army Depot�s intent of this announcement is to identify interested contractors that have the capability to provide onsite Point-of-Care (POC) Rapid COVID-19 testing and results. Requirement: The Depot will require an onsite vendor to provide POC rapid COVID-19 antigen testing, to an asymptomatic workforce weekly to determine if the tested personnel have contracted the virus. Test must be granted Emergency Use Authorization for SARS CoV-2 by the Federal Drug Administration. The Depot will provide an area for registration, testing, test processing and an adjacent area for personnel waiting for the results of their test. The Vendor shall setup their equipment within the designated area or provide their own mobile testing unit. The Depot will have temporary power available for the utilities associated with the vendor�s needs. Sample testing analysis shall be done using rapid antigen testing procedure. Individual mass screening test results shall be provided electronically and via a hardcopy to the individual test participants and electronically to the command designated representative. Aggregated test results will also be provided to the command designated representative.� The intent of the testing program is to identify individuals who are positive for COVID-19, so the test results shall be provided an expedient manner (15 to 30 minutes). On a weekly basis, the contractor shall provide all manpower, management, tools, equipment, including personal protective equipment, services, materials and supplies necessary to support and complete the administration of mass asymptomatic screening.� Administration of mass asymptomatic screening at the designated location includes: registration of test participants; collection and retention of signed testing consent and disclosure forms; collection of test samples; on-site processing of test samples; disposal of testing kits and timely reporting of test results, both aggregate and individual. As to collection of test samples, the contractor shall be capable of collecting mass asymptomatic screening test samples at a minimum 2 days per week for an estimated maximum of 1000 individuals covering mainly 1st shift (0700 � 1630), but with some coverage for 2nd shift (1600 � 1700) and 3rd shift (0600 � 0730).� The contractor shall perform mass asymptomatic screening efforts on a weekly basis during regular business operations, excluding weekends and official federal holidays. Responses: Interested parties are requested to respond to this RFI with detailed information capability on providing rapid antigen testing for asymptomatic employees of the Tobyhanna Army Depot.� Submissions shall be entered in PDF format and shall include: 1) Company Name and contact information 2) Contractor and Government Entity (CAGE) Code 3) Services needed to support testing area 4) Specific test to be conducted 5) Expected time duration between administration of test to results provided to tested individual. 6) Documentation of adherence to established testing requirements 7) Clinical Laboratory Improvement Amendments of 1988 (CLIA) Certificate of Waiver 8) Maximum hourly and daily throughput of tested personnel. 9) Estimated Number of personnel required to run the Point of Care testing location Reponses to this RFI shall be submitted electronically to Noah Stagliano at Noah.b.stagliano.civ@mail.mil ; by close of business (4:30 EST) 16 Aug 2021.� The requested information is for planning and market research purposes only and will not be publicly released. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any. Industry Discussions: Depot representatives may or may not choose to meet with potential vendors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.
