We are seeking information for market research purposes only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Salisbury Medical Center currently owns and utilizes Healthcare Control Systems (HCS) ORControl . ORControl is a real-time workflow solution designed to automate and coordinate all system-wide procedures. This solution automates surgical workflow and uses analytics to measure, analyze, and deliver patient safety and Operating Room (OR) efficiency data. Additionally, this solution provides perioperative staff members and surgical team s awareness of patient, equipment, and operating room status throughout the course of patient care. This solution aims to identify delays in getting patients through the perioperative process so that efficiencies and increased patient safety can be realized and to increase visibility into the surgical workflow by staff, patients, and family members. 2.0 SCOPE Healthcare Control Systems (HCS) ORControl is required to expand the system to the Kernersville and Charlotte Health Care Centers. VA intends to award a single Delivery Order, Firm Fixed Price to the contractor capable of providing HCS ORControl system expansion to the SVAMC Health Care Centers located in Kernersville and Charlotte. Only one system will meet the need of the SVAMC. No other brand system will work for the needs of SVAMC. The system is interactive across the health care system. The systems must be interactive to manage the health care system surgical procedures across the three campuses. The system must be visible with access to any location from any location. The system will be controlled from the Salisbury campus with access to certain features at each location. The system is designed to automate and coordinate system-wide surgical procedures. Any other system will not be compatible with the installed system. Place(s) of Performance: Kernersville Health Care Center 1695 Kernersville Medical Parkway Kernersville NC 27284 and Charlotte Health Care Center 3306 West Tyvola Road Charlotte NC 28208. Hours of Operation. VA site-representative(s) or Contracting Officer Representative(s) (COR) will establish a window of time in which access and requirement performance will be authorized in accordance with the conditions outlined with this PWS. 3.0 FUNCTIONALITY REQUIREMENTS The following requirements are set forth: - Timeline display of color-coded procedures yesterday, today, and next business day - Display of setup and teardown times on the timeline - Display of case delay quick reference with color-coding for scheduled delay on a timeline - Turnover time display active and historical - Number of active rooms histogram past and future - Calculate room staffing needs based on current schedule, assignments, and staff leave times - Room scheduling for special use such as downtime, trauma, or customized purpose - Customized electronic consent printout based on procedure codes and risks - Patient label printout with barcodes for documentation and labs - PreOp/PostOp room cleaning status updated by patient movement or staff reporting - Management of patient transport IP to holding, PACU to IP, and PostOp to Discharge - Anesthesia worklist for difficult IV and miscellaneous tasks - Registration checkpoints for start/end of patient registration in lobby or bedside in PreOp - Configurable HL7 messaging based on state change events or data edits - Active room summary and options for text summary, roster, and staff assignment display - Procedure reschedule and room changes via drag and drop - Real-time tracking of patients - Real-time tracking of staff - Automatic update of procedure status - Drill down procedure detail via touching/clicking on a procedure - Strip-based view with drag and drop procedure order/rooms and assignments - Integration with host data to download booking data and schedules - Integration with host data to download booking checkpoints, special notes, and health factors - Staff assignment including anesthesia, CRNA, circulator, and scrub tech - Multiple staff assignments and relief for today and next business day - Staff break and lunch integration, including planning for Own and Need Relief options - Drag and drop staff assignments via color-coded tags - The Contractor shall adhere to all VA Privacy & Security requirements, including the Privacy Act and the Business Associate Agreement. If insufficient veteran-owned small business responses are received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as a small business set aside or full and open competition. In this case, all interested parties responding shall be eligible to submit a quote. The NAICS 334510 applies to this acquisition, with a size standard of 1,250 Employees. Interested firms are reminded that in accordance with FAR 4.1201(a), Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award. This RFI will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. This notice will help the VA in determining available potential sources only. All firms responding to this Request for Information are advised that their response is not a request for quote, therefore, will not be considered for a contract award.
