THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. This is a SOURCES SOUGHT for the purpose of obtaining market research only. No proposals are being requested nor accepted under this sources sought. The U.S. Army Corps of Engineers, New York District, will use information obtained under this sources sought to develop an acquisition strategy to meet the requirements for the Biological, Environmental and Cultural Resources Services. The award will be an Indefinite Delivery/Indefinite Quantity (IDIQ) services contract to provide all labor, supplies, materials, laboratory services, transportation and equipment necessary to conduct required biological, environmental and cultural resources studies on a multiple task order basis.� Work will include, but not be limited to: �the preparation of Environmental Assessments/Environmental Impact Statements and supporting studies and field surveys; monitoring; impact assessment modeling; wetland delineations; hazardous, toxic and radioactive waste Phase I and II assessments; soil testing; air and water quality studies; endangered and threatened species field studies; essential fish habitat investigations; terrestrial and underwater archaeological studies; historic architecture assessments; and public involvement activities.. In addition to supporting civil works projects the contractor shall be capable of providing technical services (personnel, support resources, and tools) and engineering and design services necessary to support conceptual planning, programming and preliminary design for military installation construction and renovation; utility infrastructure development and renovation including conceptual and master planning and general programming support; Homeland security projects; support for ongoing infrastructure projects; and other miscellaneous studies and technical activities necessary to successfully accomplish future projects. The intent of this sources sought is to access industry's small business concerns including Historically Underutilized Business Zone (HUB Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), WOSB and all small businesses under the size standard, capability and interest in performing a construction project within the New York and New Jersey Region. The North American Industry Classification System (NAICS) code is 541620. The business size standard is $16,500,000 for the preceding three fiscal years. The IDIQ will span five years and has a ceiling of $12,000,000 for all five years.� All questions must be submitted in writing via email to Mohenda Surage at Mohenda.Surage@usace.army.mil and nydcontracting@usace.army.mil. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. Responses to this announcement shall include: Statement of Capability (SOC) stating your capabilities, experience, and specialized expertise related to Biological, Environmental, Cultural Resource(BECR) services. Project summaries should document breadth and depth of expertise of services performed. The past performance information should include project title, location, general description of the BECR Services to demonstrate relevance to the requirements described herein, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed. Your SOC should also include information regarding your firm's name, address, point of contact, phone number, website, email address, and your firm's business category; i.e., small business, 8(a), SDVOSB, WOSB, or HUBZone. If your firm is a small business, please be sure you understand the performance of work requirements for your specific socioeconomic category. The information submitted will be considered in the development of the acquisition strategy to support this program. Responses are restricted to U.S. firms that are established and registered in the System for Award Management (SAM), www.sam.gov. All interested businesses responding to this Market Research sources sought shall be limited to the information required above and shall be submitted via email or in writing by mail no later than 1600 (4 pm) EST on 12-Aug-2021.
