- Special Notice Number: NF-FP7100-21-02623 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Northwest Fisheries Science Center (NWFSC). The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), to Qiagen LLC, the sole service contract provider that can provide certified and qualified maintenance and repair services for the Qiacube machines.� The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA), National Marine Fisheries Services requirement for a service contract for NWFSC two Qiagen Qiacube machines.� Qiagen is the only service provider with technicians certified to perform Qiacube servicing required for the instruments to perform optimally. For these reasons other service providers do not have the capability to provide the required parts and service needed to fulfill this request. Qiagen Field Service is the only organization certified by Qiagen to repair, qualify, calibrate, upgrade, or maintain Qiacube instrumentation and is not available from any third party lab equipment servicer.� Qiagen is the only service provider that can commit to a 48 hour/two business days turnaround timeframe (from repair request to completed repair). The loss of productivity associated with longer turnaround time would be detrimental to our research groups that depend on coordinating DNA extraction with field work and contractual deadlines. Prolonged absence of consistent functional DNA extraction machines would directly and significantly disrupt the productivity of these researchers who depend on these machines on a regular basis.� The period of performance is 9/1/2021 � 8/31/2022 with 2 option years. The Government intends to negotiate a firm fixed price contract.� This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing.� Submissions are due no later than August 19, 2021 at 3:00 p.m. Pacific Standard Time.� Oral communications are not acceptable in response to this notice.� Responses may be emailed to Karen.Beck@noaa.gov.� Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Qiagen, LLC, has the sole capability of providing the requirement stated above. �
