Description
The Energy Security Division (ESD) has a mission requirement for data related to global methane emissions. ESD�s requirement includes access to an automated methane emissions tracking system that is updated on a daily basis, providing atmospheric measurements taken by commercial satellites and applying advanced algorithms to calculate methane leaks and emission rates. ESD requires global coverage of individual methane super-emitter events, as well as aggregate methane concentrations across entire regions. Specific data requirements include geocoordinates of methane leaks globally, the category of the source of the leaks (i.e., oil and gas, coal), and emission rates. ESD also requires regular reports summarizing aggregate methane emissions by region. Access to such data will enable ESD to monitor specific leaks as well as identify regional trends. ESD intends to purchase a global methane data subscription product from Kayrros due to their specific technical expertise and integration of satellite data with advanced algorithms to track methane emissions worldwide. The award will be a Firm Fixed Price (FFP) contract that includes one 12-month base period and three 12-month option periods, structured to provide for one core product each annual performance term. In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered sole for the purpose of determining whether to conduct a competitive procurement. Parties may submit a capability statement by 31 August 2021 at 11:59 PM EST via email to blake.clemmer@hq.doe.gov. The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services.
