Description

Organizational Conflict of Interest in Major Defense Acquisition Programs The Missile Defense Agency (MDA)�plans to conduct the Systems Integration, Test and Readiness (SITR) acquisition�in accordance with (IAW)�FAR/DFARS policy to obtain independent SETA advice on major programs. Prospective offerors should focus their attention to the provisions of DFARS 209.571-7, which implement the statutory prohibition contained within paragraph (b)(3) of section 207 of the Weapons System Acquisition Reform Act of 2009. Organizational Conflict of Interest (OCI) disclosures will be required and OCI mitigation plans will be considered IAW FAR Subpart 9.5.� Requests for exception to the DFARS 209.571-7 (b) �Limitation on Future Contracting� may be submitted by prospective offerors IAW DFARS 252.209-7008 �Notice of Prohibition Relating to Organizational Conflict of Interest�Major Defense Acquisition Program�. MDA will review submitted OCI Mitigation Plans and Requests for Exceptions to DFARS 209.571-7 in light of the high standard expressed in the DFARS that agencies shall obtain advice on major defense acquisition programs and pre-major defense acquisitions from sources that are objective and unbiased.
