- Description
- This is a notice of intent to award a Cost Plus Fixed (CPFF), sole source contract Two Six Labs, Llc 901 N Stuart St Ste 1000 Arlington, VA, 22203, USA, pursuant to Federal Acquisition Regulation (FAR) Part 35, Research and Development Contracting. Department of Homeland Security, Office of Procurement Operations (OPO), Countering Weapons of Mass Destruction Acquisition Division (CWMDAD) office will sponsor R&D for a Cognitive Sensor Network (CSN) that will collect and analyze data from chemical, biological, radiological, and nuclear (CBRN) sensors deployed by DHS and its mission partners.� Market research focused on how to effectively network CBRN detectors, aggregate detector information, and apply centralized analytics for enhanced WMD threat detection within the framework of SIGMA.� Market research methods included issuance of a Request for Information (RFI) released on SAM.gov in July 2021, requesting information as to the respondents� familiarity and capability to work with the SIGMA platform; consultation with Subject Matter Experts (SMEs) spanning operational users and CBRN technical experts. Consultation with GSA Advantage, the Defense Logistics Agency site, SAM.gov, and Thomas.net.� At the time of this procurement, Two Six Technologies is the only known responsible source offering a solution capable of meeting the agency�s need.� The period of performance for this requirement is one 12-month base period with no options.� �The estimated value of this contract is $1,495,000.� Any party responding to this notice must demonstrate clear and convincing evidence that they possess the technical capability and solutions to satisfy the requirement listed in the SOW attached to this notice.� Any interested vendors are encouraged to reply to this notice to the point of contact (POC) below no later than 10�August 2021, 5:00 p.m. EST. Please ensure your response includes your company's name, a detailed technical capability statement and any other information that demonstrates their ability to meet the needs of the Government, DUNS number, and POC name and email. Responses are limited to no more than five pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.�
