- Notice of Intent to Issue a Sole Source Award to The Prince William Sound Science and Technology Institute for the Development of a Remotely Operated Surface Vehicle (ROSV) from a Commercial Off-the-Shelf Jet Ski This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the Government�s intent to add work to Purchase Order 140E0119P0019, on a sole source basis, to The Prince William Sound Science and Technology Institute based on the contractor�s demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source. The requirement is intended to be issued as an out-of-scope modification to Purchase Order 140E0119P0019. Purchase Order 140E0119P0019 was awarded to The Prince William Sound Science and Technology Institute in 2019 for BSEE to participate in the Herder Burner Joint Industry Project (JIP) aimed at designing and developing a prototype system for deployment of oil spill herding agents and ignitors. The contractor is outfitting a Remotely Operated Surface Vehicle (ROSV) with systems that allow herder application, a gelled gasoline system for igniting herded slicks, and a tethered unmanned quadcopter camera. The add-on work will include new tasks to be added into the existing JIP for remote sensing and sampling systems, such as volatile organic compound (VOC) monitoring and oil slick sampling. The Prince William Sound Science and Technology Institute via the JIP will develop another prototype for a ROSV from a commercial off-the-shelf jet ski that provides a platform for rapid, accurate long-term remote sensing of oil slicks. The contractor is uniquely qualified to coordinate the additional research effort and development of the improved ROSV capability because it already has the support and participation of various key stakeholders in the oil spill response community. For BSEE to find another organization with the expertise and capability of The Prince William Sound Science and Technology Institute would come at a considerably larger cost to the government and would result in a duplication of work because of the progress that has been made under the current order. Given the contractor's performance on the current JIP, the government expects to obtain high quality deliverables, which will favorably impact oil spill response decision making, address a serious knowledge gap throughout the entire industry, and will greatly benefit oil spill response research efforts. The project will provide a distinct but comprehensive system to respond to oil spills on water, meeting BSEE's mission to protect the environment. The anticipated period of performance for the add-on work is 18 months. The place of performance is at the contractor�s facility. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of performing the work stated above may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer by 2:00PM, Eastern Time on August 21, 2021. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
