Description

The Defense Information Systems Agency (DISA) Defense Spectrum Organization (DSO) through the DISA Procurement Services Directorate (PSD) is seeking an Other Transaction (OT) Agreement to fulfill the prototyping need for Joint Electromagnetic Spectrum Operations (JEMSO) planning and management capabilities, enhanced Electromagnetic Spectrum (EMS) situational awareness, and improved interoperability with related service, joint and intelligence tools and systems. The objective of the prototype is to deliver initial capabilities for Command and Control (C2) and decision support capability areas. The prototype shall deliver system capabilities that will significantly advance the EMS planning capabilities, improve EMS data sharing, and enable Joint C2 of JEMSO that provides the EMS maneuver capability necessary for EMS superiority. This work has never been done before within the Department of Defense (DoD), and requires a novel approach. The architecture and solutions must be flexible and enable new ideas and concepts to be tried and tested. Warfighter/user response and system output will inform decision making for the next development/build cycle. This development approach/methodology supports the Government�s demand for delivering warfighting capability at the speed of relevance. Amendment 0005 is issued for the following purpose: Respond to vendor question (see attached Q&A Document). Revise Point of Contact information for vendor White Paper submission. All changes within the RWP are highlighted in turquoise. All other terms and conditions of the RWP remain the same. Amendment 0004 is issued for the following purpose: Respond to vendor question and provide clarification on EWPMT interoperability within the EMBM system (see attached document). Revise Appendix A, �Statement of Need� to more accurately reflect RWP requirements. All changes within the RWP document are highlighted in grey. All other terms and conditions of the RWP remain the same. Amendment 0003 is issued for the following purpose: Extend the due date/response time of the Request for White Papers. The new response date and time for submission of White Papers is August 9, 2021, 12:00 pm CDT. All changes within the RWP are highlighted in bright green. All other terms and conditions of the RWP remain the same. Amendment 0002 is issued for the following purpose: Issue clarification concerning the release of Government Furnished Information (GFI). See attached document. Amendment 0001 is issued for the following purpose: Provide Government response to vendor questions. Provide clarification document for EWPMT statement in Appendix A of the RWP (see attached document). Revise page limitation for response page limits in section 2.1 of the RWP, �Formatting� and section 3.4.6 of the RWP, �Price (1 Page for ROM Narrative, No Limit for Basis of Estimate (BOE) Template�. Revise Table 3 in section 3.4.6 of the RWP, �ROM Basis of Estimate Template�. Revise time zone to reflect �Central Daylight Time�.� All changes within the RWP document are highlighted in yellow. All other terms and conditions of the RWP remain the same. ***SEE ADDITIONAL DETAILS IN RWP AND ASSOCIATED DOCUMENTS ATTACHED***
