Description
This synopsis is being posted to the SAM.gov Contract Opportunities page located at https://sam.gov/content/home. It is understood that this is the Government�s single point of entry for posting of synopses and solicitations to the Internet. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to solicit and negotiate a sole source, cost-plus-fixed-fee (CPFF)/firm-fixed-price (FFP), indefinite-delivery indefinite-quantity (IDIQ) contract with Cobham Advanced Electronic Solutions, located in Lansdale, PA, to obtain (1) repair, maintenance, upgrade, and evaluation services, and (2) replacement and spare parts for the multiple Roll Pitch Stabilized Antenna Systems (RPSAS) in support of the Scout Master program. Cobham developed and delivered the platform-installed RPSAS systems, which were procured under a Naval Research Laboratory contract, N00173-14-D-2007 that was competitively awarded. Cobham does not have any authorized or responsible parties that repair its RPSAS systems, and NSWCDD engineers do not have the proprietary knowledge or expertise to work on the systems without direct assistance from the original equipment manufacturer (OEM) and without risk of damaging to systems. Each RPSAS delivery features a common pedestal, positioner, and control assembly, and a unique array of antenna apertures that are aligned and balanced on a specialized support structure. The control circuitry is designed to compensate for high sea-state while meeting strict slew rate and position pointing requirements. The servo controller units (SCUs) are designed to be interoperable between pedestal positions based on unique configuration files, and operates with existing, Government-owned command and control (C2) software. The system electronics were designed, modified, and tested in accordance with strict electromagnetic compatibility (EMC) guidelines to ensure low conducted and radiated emissions, which could be harmful to nearby sensors and equipment. Cobham is the only entity that has the highly specialized technical knowledge base to provide upgrades and repairs to existing fielded systems. This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1(a) (2) (iii), �Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements� for the procurement of support for multiple (RPSAS). Only Cobham has the specialized knowledge and expertise to support this effort. However, responsible interested parties may submit a proposal which identifies their interest and capability. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Firms interested in subcontracting opportunities should contact Cobham directly. It is anticipated that the solicitation will be issued on or around 3 December 2021 and will be open for approximately 56 days. The anticipated award date is 28 September 2022. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services.
