Description
The Veterans Administration, SAOW Network Contracting Office (NCO) 22 is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide quarterly scheduled preventive maintenance inspections and intervening service calls for Preventive Maintenance Inspection (PMI) and Intervening Service call on Government-owned Sterrad sterilizers listed. located at the VA Los Angeles Healthcare System (VAGLAHS), 11301 Wilshire Blvd, CA 90073. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811219. The Government is anticipating a single award contract with a base year and two (2) option years. The base year period of performance is anticipated to begin on or about October 1,2021. A draft copy of the statement of work is provided with this notification. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quote; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. In addition, contractors who respond to these sources sought notice shall provide specific documentation/information that it has provided preventative maintenance and repair services for the specific brand and model ultrasound imager identified in this notice and the draft statement of work. Acceptable documentation for example would be a copy of a contract or PO identifying the specific equipment and services performed and/or a letter from Ethicon, Inc identifying your firm as an authorized 3rd party service provider. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB), VETERAN OWNED SMALL BUSINESS (VOSB), SMALL BUSINESS OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by August 11, 2021, 10:00am (PST). All responses under this Sources Sought Notice must be emailed to robert.regan2@va.gov. STATEMENT OF WORK Scope: The Contractor shall provide all necessary labor, materials, supplies, parts, software (needed for the general operation of the equipment), tools, equipment, travel, transportation expenses and other related costs to provide Preventive Maintenance Inspection (PMI) and Corrective Maintenance services on selected Government Owned Sterrad sterilizers listed below at the participating facilities listed herein of the Veterans Integrated Service Network (VISN) 22. Model EE# Serial Number 100NX 180323 1047180375 100NX 180326 1047180329 100NX 180325 1047180480 100NX 180327 1047180373 NX 180328 4033185218 General Requirement: All work shall be in accordance with manufacturer s instructions, including, but not limited to, adjustments, calibration, cleaning, lubrication, testing, disassembly, checkout, replacement of worn and/ or defective parts, etc. The above shall be performed as necessary as required to keep each equipment in optimal working condition. Participating Facility: VA Greater Los Angeles Healthcare System 11301 Wilshire Blvd Los Angeles, CA 90073 Hours of Work: This contract is a full-service contract to include all necessary scheduled service calls five (5) days per week, Monday through Friday, 8:00Am 5:00PM, excluding National holidays. Any service performed during other than normal work hours must have prior approval and be coordinated with the POC or CO. Contractor Point of Contact: The POC shall be available by telephone Monday through Friday, between 8:00AM and 5:00PM local time, excluding national holidays. Contractor shall check in with Biomedical Engineering prior to starting work on the equipment listed and check out with Biomedical Engineering after work is completed for the day. Contract Specific Tasks Preventive Maintenance All preventive maintenance shall be done in accordance to manufacturer s specifications Service should include two (2) PM inspections per year per device. The PM inspection should include, but is not limited to; disassembly, cleaning the system, alignment, and verification of electronic and mechanical performance. All travel expenses for PM inspections will be provided by the vendor at no cost to the government. Contractor shall submit Field Service Report (FRS) to the POC. The FSR must be legible and signed by the POC after the Contractor has demonstrated to the POC and the Equipment User that the equipment is in proper operating condition and meets manufacturer s specifications. Only the original FSR must be submitted to the POC. The FSR at a minimum must contain company name, service technician s name, contact telephone number, date of service, a detailed description of any services performed on the equipment (model number and location included), signs of misuse or neglect, findings of problems and correction, including all performance verification, listing of replacement parts, when applicable; total hours of service; safety check; performance data; and recommendations necessary to maintain the equipment in optimum operating condition Corrective Maintenance: The contractor shall provide all labor associated with the repair of the equipment covered under this agreement The vendor should supply all factory-certified parts required for any repairs. All hardware and software upgrades shall be applied at no cost to the government. The vendor will acknowledge requests by telephone for service within two (2) hours. Vendor will be on site within four (4) hours of acknowledgement of repair request. Contractor shall submit Field Service Report (FRS) to the POC. The FSR must be legible and signed by the POC after the Contractor has demonstrated to the COR and the Equipment User that the equipment is in proper operating condition and meets manufacturer s specifications. Only the original FSR must be submitted to the POC. The FSR at a minimum must contain company name, service technician s name, contact telephone number, date of service, a detailed description of any services performed on the equipment (model number and location included), signs of misuse or neglect, findings of problems and correction, including all performance verification, listing of replacement parts, when applicable; total hours of service; safety check; performance data; and recommendations necessary to maintain the equipment in optimum operating condition Telephone Technical Support: Vendor shall provide telephone technical support Monday-Friday, from 8:00AM to 5:00PM PT. Contractor shall furnish service manuals and/or test equipment for the performance of this contract. It is the responsibility of the Contractor to bring the appropriate equipment, parts and/or supplies necessary to complete the work as required. The Contractor shall be familiar and follow b. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company. Contractor field service personnel shall be dressed to present a clean, neat appearance at all times when performing under this contract. c. Personnel performing maintenance and repair services must be fully qualified, competent, technicians.
