- 3 Aug 2021 Request for Information (RFI) for Engineering Services Support for Air Soldier System Software and Hardware THIS IS A RFI ONLY.� This Sources Sought (SS)/Request for Information (RFI) is being posted to satisfy the requirement of DFARS PGI 206.302-1. The Army Contracting Command � Redstone Arsenal, AL intends to increase the contract ceiling for the sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract W58RGZ-19-D-0109 with Raytheon Company. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible, interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. Purpose: The Product Manager Air Warrior (PdM AW) intends to increase the ceiling of the Raytheon engineering services contract to continue support of the GPS or Gateway Message Routers (GMR), Electronic Flight Bags, and SW products supporting Aviation Information System (AIS) and Integrated Visual Augmentation System for Air (IVAS-A). The USG is seeking to identify interested contractors capable of providing Engineering Services for products implementing Air Soldier System performance functions for situational awareness and messaging. The support includes technical and system integration support, software (SW) maintenance, software updates, and documentation of technical data. The contractor shall continue development and upgrade of software supporting AIS, ATAK plug-ins, and IVAS-A. �The contractor shall complete repair of GMRs. In addition, the contractor shall maintain programs and capabilities to track reliability, manage obsolescence program for Air Soldier electronics, perform engineering studies and maintain the configuration management of the Air Soldier hardware. The contractor shall have the capability to develop software IAW Radio Technical Commission for Aeronautics Design Assurance Level (RTCA DAL).� The contractor shall be certified IAW Software Engineering Institute (SEI) Capability Maturity Model (CMM). The contractor shall be capable of applying system engineering principles to all efforts for both development of SW and support of fielded hardware and software. Tasks also will include development of engineering change proposals to include the generation of all technical material (requirements, software documentation, test plans and reports, drawings) to support a change. Access to classified hardware and software is required. Background:� PdM AW has fielded software systems in support of Air Soldier requirements for Air SS Interactive Situational Awareness Software (ISAS) functions, GMR capabilities, and Electronic Flight Bag capabilities.� PdM AW continues to provide post production support for these items.� In addition PdM AW continues to respond to future computer and display requirements for situational awareness with modifications to existing software/hardware and development of new software programs. The original contract for the GMR was a separate competitive award to the Raytheon Company resulting in qualification to include software for fielding.� Raytheon is the current sole source for the post production support of the GMR and software. A description of RTCA DAL requirements.
