Notice Type: Sources Sought Solicitation No: N00167-21-R-0010 Response Date:� 8/20/2021� 10:00 AM Eastern Time Classification Code: Y NAICS Code:� 561210 Magnitude of Construction:� Between $5,000,000 and $10,000,000 This is a Sources Sought Notice announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any requests for a solicitation in response to this notice will not be honored. The Naval Surface Warfare Center-Carderock Division, Olney Support Facility 5321 Riggs Road, Gaithersburg, MD 20882 has an upcoming requirement to solicit for and award a contract for (FFP), Base Operations Support Services (BOSS), Indefinite-Delivery/Indefinite Quantity (IDIQ) Contract with a total capacity of $10,000,000.� The contract duration is of one (1) year base period with four (4) option years. Provide base and facility operations, maintenance, inspection, repairs, and site management services at the NSWCCD Olney site.� This shall include grounds maintenance, snow removal, industrial HVAC, generator, custodial, minor repairs, and other site specific systems required for day to day occupancy and operation. The contractor is responsible for all upkeep, maintenance, operation, and repair. The type of solicitation to issue will be based upon the responses to this synopsis. Contact with Government Personnel, other than the Contract Specialist identified at the bottom of this notice, by any potential offeror, or their employees�, regarding this requirement is strictly prohibited. � The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include certified 8(a), Small Business capable of performing facility support services to compete and perform a Firm Fixed Price Contract for these services. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. This contract will utilize the R.S. Means Construction Cost Data for pricing of the work by the contractor and the Government. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 561210 � Facility Support Services, and the Small Business Size standard is $41,500,000.� In accordance with FAR 36.204, the magnitude of construction for this project is between $5,000,000 and $10,000,000. The contract will include FAR clause 52.219-14 Limitations on Subcontracting, which states that �The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.�� This office anticipates award of a contract for these services by December 2021. For reference purposes, the facility consists of 80 acres of property (16 of improved acreage and 64 of unimproved field), over 1 mile of surfaced roadway, a 215-space parking lot, and seven structures.� The structures consist of a main structure (~65,000 square feet), two Guard Shacks (200 square feet), one storage building (800 square feet), one storage Container (~650 square feet), a wastewater treatment plant, and one garage structure. The square foot dimensions are for informational purposes only. Additionally, the facility has three main diesel fuel tanks. Two are 15,000 gallon below ground tanks and one 12,000 gallon above ground tank. There are four cooling towers and three chillers. Power is supplied by commercial sources with five backup generators and un-interruptible power source (UPS). Two of the generators and a load bank are located outside of the main structure at the facility. All the remaining power sources are located within the main structure and the facility is further supported by twenty pneumatic blast valves. Responses to this Sources Sought Notice should demonstrate the firm�s ability, capability, and responsibility to provide, deliver and monitor the services listed above.� In response to this notice, interested parties shall submit a written Statement of Capability limited up to 5 pages and shall include the following information: (1) Offerors name, address, point of contact, phone number, and email address. (2) Business size/classification, to include any designations as Small Business, HUBZone, Service Disabled, Veteran Owned, or 8(a) and NAICS code designations. (3) Offeror�s capability to meet personnel requirements. (4) Offeror�s capability to perform a contract of this magnitude and complexity (include offeror�s in-house capability to provide the required to the base and facility operations, maintenance, inspection, repairs, and site management services at the NSWCCD Olney site.� This shall include grounds maintenance, snow removal, industrial HVAC, generator, custodial, minor repairs, and other site specific systems required for day to day occupancy and operation. The contractor is responsible for all upkeep, maintenance, operation, and repair. The past performance information should include: 1. Project title 2. Location 3. General description of the facility support service to demonstrate relevance to the proposed project 4. Offeror's role 5. Dollar value of contract 6. Performance timeliness 7. Name of the company, agency, or government entity for which the work was performed. 8. Offerors bonding capability (bonding level per contract and aggregate bonding level, both expressed in dollars) All interested firms must be registered in SAM to be eligible for award of Government contracts. Interested parties are responsible for marking information that is proprietary in nature. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests.� The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought notice.� This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.� No subcontracting opportunity is anticipated.� A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government. Please note that if you are responding as an 8(a) Mentor-Prot�g�, you must indicate the percentage of work to be performed by the prot�g�.� A copy of the SBA letter stating that your 8(a) Mentor-Prot�g� agreement has been approved would be required with your proposal, if requested. In accordance with FAR 5.202(a) 7, the information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract.� The Government will not provide debriefs on the results of this research.� All information submitted is labeled as �Controlled Unclassified Information� (CUI) and will only be used for the purpose intended.� Points of contact listed may be contacted for the purpose of verifying performance.
