- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, is submitting this market survey to solicit statement of interest and capabilities from all businesses that are interested in and capable of providing annual database subscription for the Rockwell Collins Pro Line 21 Synthetic Vision System (SVS) Database Software Identification (SCID) number 832-4120-064 for Airport and Runways to be delivered via web for the King Air Beechcraft model BE-300 aircraft. Rockwell Collins is the manufacturing source and owns the rights and data to the proprietary engineering, equipment and software coding necessary to meet the requirement.� The proprietary equipment will only work with the Rockwell Collins Pro Line 21 Synthetic Vision System software.� The SVS database subscription is an annual subscription requirement for account renewal or procurement of new subscription per aircraft. A synthetic vision system (SVS) is an aircraft cockpit display computer-facilitated reality system that uses 3D (three-dimensional) graphics to provide clear and intuitive means of understanding the flight environment.� The SVS provides situational awareness by using terrain, obstacle, geo-political, hydrological, and other databases.� The SVS application uses a set of databases stored on board the aircraft, an image generator computer, and aircraft display unit in the cockpit. The FAA BE-300 modified aircraft with Rockwell Pro Line 21 Adaptive Flight Display (AFD) requires an annual database subscription service for SVS Software Identification (SCID) number 832-4120-064 for Airports and Runways for period of performance 1/1/2022 through 12/31/202. The North American Industry Classification System (NAICS) is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a size standard of 1,250. Interested firms are required to submit a copy of their SBA 8(a) certification letter, if applicable. Vendor capability statement to provide Pro Line 21 Synthetic Vision System (SVS) must include product description and, delivery method for new and renewal services. In order to make this determination the FAA requires the following from interested vendors: �Capability Statement to satisfy FAAs Requirements Vendor Business size status Expertise, experience, and depth of vendor personnel Maturity, adaptability, and complexity of current technology Product or service acceptability Availability and delivery times of products or services Production processes, quality assurance practices, facilities, maintenance and logistics support capabilities. Information about product design stability, planned design enhancements and impact on fielded products Vendor capability to offer beneficial functional or performance trade-offs in their products or services Customer references and procurement histories of other organizations of same or similar products and services, including pricing and contract performance data Customary contract or license producing, introducing, distributing, and supporting items, such as terms for warranties, buyer financing, maintenance and packaging, and markings. Availability of suitable commercial or non-developmental items, or feasibility and cost of modifying commercial or non-developmental items to meet requirements. The responses to this market survey will be used for informational purposes only.� This is not a screening information request or request for proposal of any kind.� The FAA is not seeking or accepting unsolicited quotes or proposals.� The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.� Therefore any cost associated with the market survey submission is solely at the interested vendor�s expense.
