- ****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with the Brenton Consulting L.L.C. �****The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA) Oceanic & Atmospheric Research (OAR) has a need for service from Aquatic Software Solutions, a division of Brenton Consulting LLC, to develop an individual-based bioenergetics model of the Maumee River and Western Lake Erie food web, and simulate the potential effects of bighead and silver carp on the food web. The vendor Aquatic Software Solutions is our sole source choice. We have worked previously with Mr. Brenton, owner of Brenton Consulting, LLC and Aquatic Software Solutions. Last year, this same work was conducted by Brenton in analyzing the Illinois River food web. The reporting, results, modeling and analysis far exceeded our expectations, as well as our collaborators. This is proven by our external sources providing funding to continue the work this year, expanding it to the Maumee River and the Lake Erie Basin. Brenton�s record of productivity and expertise are superior in using multispecies individual-based bioenergetics modeling to simulate invasive species impacts on the Great Lakes. Finding another source that has the experience, training, and expertise as Brenton Consulting, along with knowing the results and products Brenton rendered last year cannot found, based on collaborations and having years of experience in this specific field. Brenton Consulting LLC has expertise with the multi-species individual-based bioenergetics model desired for this effort. Along with our experience with Brenton, they had 3 years of experience using the multi-species IBM to model impacts of invasive European Ruffe on a western Lake Superior food web. We have also worked with Mr. Brenton in the past as collaborators on a multi-investigator projects funded by NOAA Sea Grant and EPAs Great Lakes Restoration Initiative and to assess the impacts of Eurasian Ruffe and Asian carp on the Great Lakes. The model we have chosen for this project is written in FORTRAN code, and both individuals are knowledgably and experienced using FORTRAN to simulate invasive species effects on Great Lakes food webs. Period of Performance: Date of award through 09/30/2022. ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
