- REQUEST FOR INFORMATION (RFI) INTRODUCTION The U.S. Army Contracting Command - Redstone Arsenal (ACC-RSA), Alabama submits the following Request for Information (RFI) for advertisement for full rate production (FRP) of the AH-64E Apache Block III aircraft. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this RFI/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. DISCLAIMER THIS RFI IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND This notice is issued to obtain interested parties qualified and interested in providing alternative sources that can provide solutions for additional Reduced Size Crashworthy External Fuel Systems (RCEFS) A Kits (PN: HM029-552-241, HM029-552-111) and Internal Auxiliary Fuel Systems (IAFS) A Kits (PN: HM025-500-91) for the AH-64E helicopters to support the production of additional aircraft quantities needed to support the Boeing Company AH-64E production line. Support equipment required for the RCEFS and IAFS systems required are Apache Magazine and Tank Transport System (AMATTS) (PN:HM025-200-31 and HM025- 519-21), Hose extensions (PN: HM025-087-3), RCEFS B-Kit tanks (PN: HM029-007-21, HM029-007-21-R), RCEFS Crates (PN: CR1000-29-610), RCEFS lift assembly (PN: HM029-200-21), IAFS combo-pak B-Kits (PN: HM025-600-21), IAFS storage cradles (PN: HM025-300-11), IAFS Aviation Unit Maintenance (AVUM) Spares (PN: HM025-513-71), and IAFS Aviation Intermediate Maintenance (AVIM) Spares (PN:HM025-513-41), fuel kits (PN: HM022-103-101), and various maintenance and technical manuals (no part numbers). REQUIRED CAPABILITIES The Government envisions a solution for AH-64E auxiliary fuel systems that meets the following operational and program requirements: The proposed replacement solution must be compatible with the existing configuration of the AH-64E IAFS and RCEFS equipment. The USG is seeking advanced capabilities to AH-64E Apache Helicopter. The Technical Data Package (TDP) for RCEFS and IAFS that is currently being utilized to fulfill this requirement is owned by Robertson Fuel System, LLC, located at 800 W Carver Road, Suite 101, Tempe, AZ 85284-5264. The technical data associated with the RCEFS and IAFS is not available due to the proprietary nature of the product; therefore, the USG is looking for alternative sources that can provide the same capabilities currently required to support the mission of the AH-64E Helicopter. Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Responders shall provide their product's Technology Readiness Level (TRL) number and back it with evidentiary data. Interested vendors are encouraged to provide substantiated evidence of their capabilities and successes in the areas cited above. If your organization has the potential capacity to provide the required products/systems, please provide the following information: �1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to 1) provide services/supplies consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this RFI notice by 24 August 2021. All responses under this RFI notice must be emailed to marie.t.lamb.civ@mail.mil. Follow-up discussions may be conducted with respondents. It is desirable that data be received with unlimited rights to the Government. Nevertheless, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. All data received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
