UNITED STATES MARINE CORPS MARINE CORPS SYSTEMS COMMAND 2200 LESTER STREET QUANTICO VIRGINIA 22134-5050 SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS 1. �The service listed within M67854-21-R-0065 is reasonably available from only one source and competition is precluded IAW Federal Acquisition Regulation (FAR) Part 13.106-l (b)(l): For�purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may�solicit from one source if the contracting officer determines that the circumstances of the� contract action deem only one source reasonably available. 2. �This acquisition is restricted to the following source: The University of North Carolina Kenan-Flagler Business School Tina L. Narron, Chief Operating�Officer UNC Executive Development 130 DuBose Home Lane Chapel Hill, NC 27517 (919) 962-3123 Cell +1 (919) 641-1603 3. Description of the service required and estimated cost. This tailored deep dive training provides an opportunity for the Amphibious Combat Vehicle (ACV)�program team to work with experts at the University of North Carolina's (UNC) Kenan-Flagler�Business School to develop knowledge, skills, and background to establish and refine negotiation�strategies to execute a complex multi-year procurement with the goal of lowering acquisition costs�and realizing taxpayer dollar savings over the life of the procurement. The estimated cost of this requirement is $150,000.00. This estimate was established using�historical data from previous purchase orders placed from NavSea to the University of North�Carolina's Kenan-Flagler Business School for training seminars similar to the current ACV tailored deep dive requirement. UNITED STATES MARINE CORPS MARINE CORPS SYSTEMS COMMAND 2200 LESTER STREET QUANTICO VIRGINIA 22134-5050 4. �Specific characteristics of the service that limit the availability to a sole source e.g.,�unique features, function of the item, etc. Describe in detail why only this suggested source can�furnish the requirements to the exclusion of other sources. This requirement is a byproduct of the ASN (RDA) sponsored Executive Development Program,�""Understanding the Government-Industry Relationship in Acquisition"" provided by the University of�North Carolina's Kenan-Flagler Business School to Government employees. During these executive�development sessions, the ACV program has been used as an example program on numerous occasions.� With years of experience working closely with Navy and Marine Corps acquisition programs and senior�officials, the University of North Carolina's Kenan-Flagler Business School is uniquely positioned�to execute this task. Based on their past performance, the instructors and staff will provide�exceptional insight into Department of the Navy Government-Industry business relationships that� cannot be replicated or competed at this time. 5. �Check and fill in all that are applicable: ?
