Page 2 of 2 Pre-Solicitation Notice Introduction The C.W. Bill Young VA Medical Center is seeking Total Managed Maintenance Program and Preventative Maintenance Training for their Laundry Facility located at the VA Bay Pines Laundry facility, 10,000 Bay Pines, BLVD Bldg. 13, Bay Pines Florida, 33774 Description/Scope/Objective The contractor shall provide: Total Managed Maintenance Program Preventative Maintenance Training Total Managed Maintenance Program that will include: One (1) Factory Trained Service Technician and one (1) Routine Maintenance Technician to the VA Textile Care Processing Facility for a period of eight (8) hours per day, five (5) days per week to perform all technical services and routine maintenance on the laundry equipment listed in Appendix A, that located in the processing department, soil departments and mechanical room equipment. Contractor shall furnish their own tools to perform all maintenance and preventative maintenance (PM) required per the manufactures manual for equipment specified in section D of this Statement of Work. Contractor will be provided copies of the equipment manual s that identified the required PM services by specific timeframes. The Contractor will provide one (1) Routine Maintenance Technician, and one (1) Factory Trained Service Technician. The Factory Trained Technician must demonstrate a verifiable proficiency in laundry equipment repairs that cover a variety of repairs and PMs for: Laundry equipment covering mechanical, electrical, laundry equipment plumbing, pneumatic and technical software troubleshooting. The Routine Maintenance Technician must have startup and shutdown experience for laundry equipment to include the following: minor PM requirements for belts, sensors, troubleshooting of equipment and the ability to write-up work request identifying service work that will be conducted by the Factory Trained Technician. The Contractor MUST be knowledgeable in maintaining Milnor Tunnels Equipment, Milnor Tunnels Dryers, Etech Sort & Railing Systems, and Chicago Finishing Equipment. MANAGED MAINTENANCE PROGRAM SPECIFICATION: Contractor shall install a Computerized Maintenance Management Software (CMMS) including all hardware and software. This system shall be maintained by the contractor. Contractor will track all repairs, part orders and recommended repairs in the CMMS. All data input shall be performed by the contractor. Contractor will provide VA Laundry Management a weekly and monthly report detailing all maintenance activity conducted at the VA Laundry. Contractor will meet in person with the Laundry Manger to review all reports and provide recommended repairs and identify any suggested upgrades and safety specifications. Copies of the reports will be provided to management for PM history and documentation record keeping. VA Laundry shall provide email notification for any equipment failures that occur. It will be the responsibility of VA Laundry to designate the priority of laundry equipment repair. Contractor shall input a repair work order that will be printed at the VA Laundry Textile Care Processing Facility. All work orders shall remain open until the work is completed. The work order shall describe the failure of the device, corrective action performed, requirement of replacement part (if required), duration of non- operation, duration to perform the corrective measures, and other specific comments. All work orders requiring regular routine maintenance according to Manufacturer s Specifications shall be completed. Contractor shall provide the completed work orders to the Manager of the VA Laundry Textile Care Processing Facility for approval and certification that the work was performed. The reports will be provided to the VA on a weekly and monthly basis, or as requested. Weekly, the Factory Trained Technician shall meet with the VA Laundry Manager to review service-related issues, outstanding work orders, and preventative maintenance programs shall be discussed to assure that compliance has occurred. Once per month the Contractor Administrator/Manager, shall meet with the VA Laundry Manager to review and discuss recommended improvements, overall review of all work performed and to address all service-related concerns or issues. Contractor will provide a requisition of any required replacement parts including, but not limited to pads, covers, ribbons, lubricants, slings, trolleys, salt, chemicals, consumables, repair parts and electrical components to include sensors and software. Contractor will implement a Quality Control Program to be conducted by the Contractor Administrator. This program will include an evaluation of work being performed by Contractor Technicians, plant walk-throughs to identify potential safety, security, and housekeeping issues. All laundry equipment replacement parts shall be ordered from Manufacturer s replacement parts manual by equipment specific operations manual. Preventative Maintenance Training The Contractor shall provide complete maintenance training at the Bay Pines VAHCS laundry facility that will include: One (1) Maintenance Training Technician to the VA Textile Care Processing Facility for a period of 45 days for facility equipment training for all Laundry maintenance personnel on the daily operations and routine and preventative maintenance of all newly installed laundry equipment. Hours of training shall be two (2) weeks of 6:00 AM to 2:30 PM (for start- up equipment) and 2 weeks of 8:00 AM to 4:30 PM (for shut down). All remaining days will be from 7:00 AM 3:30 PM. Days will be Monday through Friday. Excluding Federal Holidays. One (1) Service Technician for a period of 15 days for facility equipment follow up training for all laundry personnel on daily operations and routine and operator preventative maintenance of laundry facility equipment. Hours of training will be 7:00 AM 3:30 PM Monday through Friday excluding Federal Holidays. Training will be accomplished on all textile equipment in the facility s laundry. The facility will provide the equipment manuals for the training. Note: Technicians can be on premises at the same time. (preferred) The maintenance and training service consists of, but is not limited to, completion of: Review and accomplish maintenance training of all textile care processing equipment with mechanics. Equipment includes: All items listed in Appendix A. Training on each piece of equipment will cover all areas of known problems on equipment. The training will also cover Preventive Maintenance on the equipment. Contractor shall provide training sheets with employee signature showing the training on each piece of equipment trained on. Weekly progress reports shall be furnished to the Textile Care Manager. A written report to the Chief, Environmental Management Service and Laundry Textile Care Manager out lining all accomplishments for the site visit is required. Notice This requirement shall be an SDVOSB total set-aside RFQ. The RFQ shall be officially posted on 08/09/2021.
