Description
1.0�� �DESCRIPTION The U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Office of Science and Technology Resources (OSTR), Genome Analysis Unit (GAU) plans to procure, on a sole source basis, a DNAnexus Core Platform License and Support from DNAnexus, 1975 W El Camino Real, Suite 101, Mountain View, CA 94040. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1)(i); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541519 and the small business size standard is $30 million. � It has been determined there are no opportunities to acquire green products or services for this procurement.� 2.0�� �BACKGROUND The U.S. Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Office of Science and Technology Resources (OSTR), Genome Analysis Unit (GAU) requires a DNAnexus Core Platform License and Support. The Genome Analysis Unit (GAU) provides bioinformatics support to a wide variety of NCI/CCR investigators. A major component of this work is to enable CCR investigators, with minimal computational expertise, to perform complex and novel data analyses on their own behalf. Therefore, the GAU requires access to a platform that will allow rapid, easy development and deployment of complex bioinformatic pipelines in a cloud environment, within which data can be manipulated, and the results viewed via a simple web-based user-environment. In addition, given the likelihood of personally identifiable information (PII) / public health information (PHI) data residing on the platform, maximum security and FedRamp moderate certification is required.� 3.0�� �SCOPE The Contractor shall provide DNAnexus Bioinformatic Cloud Computing Platform software licenses and basic support services including technical support and software upgrades for unlimited NCI users. Support services shall be provided during normal hours of operation, defined as Monday through Friday (9:00 AM to 5:00 PM EST), excluding Federal holidays found at https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/#url=2020. Services shall be provided remotely. This order includes software revisions/upgrades/updates that are released and/or recommended by the OEM. All technical support services provided under this purchase order shall be included at no additional cost to the Government. 4.0�� �SPECIAL ORDER REQUIREMENTS 4.1�� �PRODUCT FEATURES/SALIENT CHARACTERISTICS The following salient characteristics are applicable to this acquisition: ��� �The product shall be a cloud-based Platform-as-a-Service (PaaS)� ��� �The platform shall provide the facility for sharing of data, analytical pipelines and derived results �between authorized collaborator, within and without the NIH research community. ��� �The platform shall be scalable to match the computational and storage of the CCR research community. ��� �The platform shall provide a secure environment for data storage and analysis and shall be compliant with the industry�s strictest security & privacy regulations, including ISO27001, NIST 800 framework, HIPAA, GDPR, GxP/ICH regulations, CAP/CLIA, and FedRAMP Moderate. ��� �The platform shall support single sign-on technology (using the SAML 2.0 protocol ) to allow integration with NIH�s Active Directory. ��� �The platform shall provide on-demand computational resources via both Amazon Web Service (AWS) and Azure clouds.� ��� �The platform shall contain a library of ready-to-use industry-standard pipelines with a workflow orchestration framework that offers the flexibility to import or build custom applications or pipelines.� ��� �The platform shall provide (through an open SDK and APIs) the facility for bioinformaticians and computational biologists to develop custom tools and pipelines, automate data upload, and manage a variety of different file types.� ��� �The development environment must accept a code developed in at least the following programming languages: C, C++, java, python, shell scripts and docker images. ��� �The platform shall provide the facility to deploy custom GUI-based apps (i.e. data visualization) through the interaction with worker nodes and HTTPS port ��� �The platform�s file management tools shall enable users to easily search, add metadata, and view a file�s source.� ��� �The platform shall provide access to a human and machine-readable daily log of all activities (login, upload/download, run analysis, data sharing, etc.) related to users and projects of the organization for seamless audit and reproducibility.� ��� �The platform shall provide simple methods for the archive and unarchive of files, folders, and projects. These archives shall be readily viewed and searched. 4.2�� �TECHNICAL SUPPORT SERVICES The following services shall be included during the period of performance at no additional cost to the Government: ��� �Access to an OEM-certified/authorized representative regarding user accounts and access issues, platform usage logs and general troubleshooting. ��� �Access to technical support via email, teleconferencing, and a web-based portal, to address issues realated to software operation (API, SDK, internal applications) and user interface problems. ��� �Access to technical support between 9:00 AM to 5:00 PM EST, as defined in section 3.0 above. ��� �Software service response time of no later than 24 hours after receipt of the Government�s request. ��� �Documentation and advanced notice of all software revisions/upgrades/updates that are released and/or recommended by the OEM during the period of performance. . The Contractor shall install software revisions/upgrades/updates and shall re-install defective software, if applicable. 5.0�� �TYPE OF ORDER This is a firm fixed price purchase order. 6.0�� �SEVERABLE SERVICES The services acquired under this purchase order are severable services. Funds are only available for use for the line item to which they are obligated. Unused funds from one period (line item) may not rollover for use in other periods. 7.0�� �PERIOD OF PERFORMANCE The period of performance shall be 12 months from the date of award. 8.0�� �PLACE OF PERFORMANCE� The software shall be deployed remotely from the Contractor�s facility. The NCI technical point of contact (TPOC) and end user address is:� NCI TPOC: TBD AT AWARD BG 37 RM 3041B 37 CONVENT DR BETHESDA MD 20814 9.0�� �UNIQUE QUALIFICATIONS OF THE CONTRACTOR DNAnexus is a unique platform in offering simplified (web-based) access to complex compute-intensive applications; a simplified development environment for the development of in-house pipelines; and simplified deployment, and access to interactive HTML or R-shiny community developed applications. Under the existing purchase order (75N91020P00633), which expires on August 31, 2021, DNAnexus was determined to be the sole provider of a cloud platform that met all the computational and security needs required for the compute-intensive analysis of complex genomic data, including the FedRAMP Moderate certification. Under the existing purchase order, the software was installed at NCI, several applications were developed on the DNAnexus platform, and thousands of data samples were analyzed. If a different software application was utilized, it would require the redevelopment of the applications, IT integration into a new platform, and reanalysis of the data in order to maintain scientific integrity and continuity. In addition, it would not be cost effective to transition to a new software, and would delay the progress of vital research studies, including redevelopment and deployment of complex bioinformatic pipelines. Therefore, utilizing the existing software platform is imperative to ensure continuity to already developed workflows and to minimize potential batch effects for data that has already been analyzed on this system.� DNAnexus is the sole provided of the DNAnexus Cloud Platform, platform licenses, and associated support services, as DNAnexus does not have distibutors/resellers, and DNAnexus does not authorize third party vendors to provide support services. 10.0�� �SUBMISSION INSTRUCTIONS This notice is not a request for competitive quotations. However, if any interested party believes it can meet the above requirements, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. �All responses and questions must be sent via email to Contracting Officer, Megan Kisamore, at megan.kisamore@nih.gov by no later than 11:00 AM EST, on Monday, August 16, 2021 (8/16/21). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
