- NOTICE OF INTENT TO SOLE SOURCE Contracting Opportunities Announcement Type: Special Notice Announcement Number: NIST-NOI-21-02552 Subject: Maintenance Contract for Gerstel Gas Chromatogram Mass Spectrometer Injection System Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. � Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Gerstel Inc. located at 701 Digital Drive, Suite J., Linthicum, Maryland 21090. The purchase order will specifically procure preventive maintenance and repair service on existing, Government-owned gas chromatogram mass spectrometer injection system equipment manufactured by Gerstel, Inc. currently in use at NIST. The preventive maintenance and repair service shall be effective for one base year and two (2) option years with a base year period of performance of 10/16/2021 through 10/15/2022. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811219 � Other Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $22.0 million. Description Please see the attached Statement of Work document for details.� Sole Source Determination The sole source determination is based on the following:� All maintenance and repair service must be provided by an authorized Gerstel field service engineer and must be performed by an authorized Original Equipment Manufacturer (OEM) certified and current factory-trained service technician. No sources that provide manufacturer authorized service technicians for the subject equipment exist other than the manufacturer of this equipment, Gerstel, Inc.� Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.� Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than August 19, 2021 at 1:00 PM, Eastern Time.
