- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions expected to exceed $15,000, but not expected to exceed $25,000. This is a notice of intent to award a sole source contract to Human Metabolome Technologies�and is not a request for competitive proposals.� This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold.� Contracts awarded using FAR Part 13�Simplified Acquisition Procedures and at a dollar value less than the simplified acquisition threshold are exempt from the requirements of FAR Part 6�Competition Requirements. Single-sole Source Determination: The determination by the Government to make a single-sole source�is based upon the market research conducted as prescribed in FAR Part 10�Market Research, specifically the results of the market research concluded that this order is for targeted mass spectrometry analysis of metabolites�offered by HMT.� HMT (Human Metabolome Technologies America, Inc) provides mass spectrometry (MS) based metabolic screening and has been contributing to metabolic research for over 15 years.� HMT provides multiple MS platforms for in depth detection of metabolites, including both liquid chromatography�mass spectrometry (LC�MS)�and capillary electrophoresis mass spectrometry (CE-MS).� LC-MS is used to identify non-polar metabolites (lipids), but HMT has also pioneered the use of CE-MS for quantitation of polar metabolites.� HMT is the only provider of this service.� Only HMT is able to offer the detailed MS analysis needed for our pain studies.� Our lab has attained dorsal root ganglia (DRG) from patients with chronic pain, which are difficult to obtain and are predominantly only acquired post-mortem.� The DRG contains the cell body of sensory neurons that relay pain and are, therefore, essential for research of chronic pain, where cellular changes cause enhanced pain sensitivity.� HMT is the only metabolomic based research company that can provide both LC-MS and CE-MS analysis needed to detect active metabolic pathways that are associated with pain signaling.� HMT is also familiar with our human DRG research and has performed MS analysis on these ganglionic tissues before.� In addition, HMT has proprietary software that will ensure the most accurate data and provides complex statistical analyses.� The HMT scientific staff will provide support on the biological interpretation and significance of the data.� Due to these qualifications, HMT is featured on the NCI�s OSTR (Office of Science and Technology Resources) website.� In conclusion, only HMT is qualified to provide the in depth MS analysis needed for our studies.� Contractor requirements: LC MS Analysis - 4 DRG�tissue samples� Basic Scan Analysis - 4 DRG�tissue samples� Quantitative panel 5 lipids - 4 new, 13 prior run tissue samples� Quantitative panel 2 polar - 4 new, 13 prior run tissue samples� Customized Quant. Panel 2 Polar- 2 metabolites� N-Acetyl Aspartic Acid 1 x 5 g Oleoyl Ethanolamide 1 x 50 mg Stearoyl Ethanolamide 1 x 50 mg FA 17:0 1 x 500 mg Stigmasterol 1 x 1 g Beta -�cryptoxanthine 10 x 1 mg Closing Statement: This notice is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B.
