Description
Amendment 0004 to the RFP is hereby issued and attached for download. The purpose of the amendment is to make the following changes to the Solicitation: Responses to RFI�s for Questions 132- 134. Multi-Year Funding Document referenced in B.3.2 is not required and Offerors do not need to submit. Total value will be funded once determined. The Due Date for Receipt of Proposals is extended to August 19, 2021 at 3:00 PM EST. The Smithsonian Institution is seeking offers for the demolishment, replacement and installation of additional Fire Alarm Panels and Associated Devices, and the replacement of Fire Stair Doors and Hardware at the National Museum of American History (NMAH), located at 14th Street and Constitution Avenue NW, Washington, DC 20560 as described herein in the Specifications and Drawings for SF Project No. 1703102 both dated February 26,2021 and Specifications and Drawings for SF Project No.1603107, both dated January 11, 2021. All of the requirements which the successful Offeror must meet concerning this project are set forth in detail in the solicitation Documents included with this Request for Proposal. Upon the receipt of Technical and Cost Proposals and the selection of a successful Offeror, the Smithsonian Institution will execute a Fixed Price construction contract estimating $8.9M-$12.5M. The work includes, but is not limited to, replacing the existing Siemens System 3 and�MXLV Fire Alarm Control Panels with new Siemens Desigo fire safety modular fire alarm control panels as well as provide a new digital addressable emergency voice communication fire alarm system throughout of the National Museum of American History.� No other substitutions are allowed. It shall be the responsibility of the contractor to immediately notify the Smithsonian Institution, if the target dates and proposed packages of work described herein adversely affect the Contractor�s Critical Path Schedule for the final completion date of this project (600 calendar days from the Notice to Proceed). Contractors may propose an alternate schedule which illustrates the completion of the project in advance of the completion date. This Request for Proposal (RFP) is intended to provide all Offerors with sufficient information to enable them to prepare and submit offers for technical and cost review and consideration by the Smithsonian Institution. This solicitation neither commits the Smithsonian Institution to pay any proposal preparation costs nor obligates the Smithsonian to procure or contract for construction or any other services. It shall not be construed as authorization to proceed with or be reimbursed for any of the costs for any of the work specified herein. The Smithsonian may cancel this RFP without prior notice. The Smithsonian Institution encourages participation of small businesses. The subcontracting goals for this project are: 40% with small business concerns. At least 6% of total planned subcontracting dollars shall be placed with Small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions; 6% with Women-owned small businesses (WOSB); 3% shall be placed with Hub-zone Small Businesses (HubSB), 3% with Veteran-owned small businesses (VOSB); and 3% with Service Disabled Veteran-owned small businesses (SDV). This subcontracting goal is 40% of the total project cost, excluding the cost of Siemens panels and devices.
