- This solicitation is designated a 100% HUBZone Small Business set aside. A single award acquisition will be made. The awardee must be HUBZone Small Business certified at time of award. ATTENTION SOW REVISIONS full text revions to follow in a few days in amendment and revised SOW In the SOW, the following changes will be included in a modification: IA2, p1, second sentence:� �The room�s original HVAC units are not functional; demolition and replacement of these units is outside the scope of this project.� IB1c, p2, first sentence:� To be omitted and replaced with �The switch room will be outfitted with new CRAC units outside the scope of this project.� This project shall include the following:� IB1f2, p3: To be omitted. IB1i3, p3:� To be omitted. IB1i4, p3:� To be omitted. Fig. 1, p6, note on Room 26, �DEMARC Switch Room�:� First and second sentences to be omitted. The project consists of two line items. Line item one: : Contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to provide design by retaining an Architect/Engineer (A/E) who will complete design documents in accordance with the phases and schedule stated herein.� The design shall include work of all trades required to result in a complete and functional project, ready for use. For REPAIR COMMUNICATION FACILITY, B405 PROJECT JLSS 20?0004. IMPORTANT see attached JLSS 20-0004 B405 HVAC SOW Rev 0 Line item two: Repair Communications Facility, B405 PROJECT JLSS 20-0004 Modify/upgrade heating, ventilating, and air conditioning (HVAC) system including air handling equipment, ductwork, insulation, and local controls. Modernize fire protection system and architectural features (flooring, walls, and doors). Project work specific to HVAC to include: Server Room #2 will be fitted with similar Computer Room Air Conditioning (CRAC) units as Server Room #1 to provide n+1 redundancy; the Switch Room will be fitted with CRAC units with redundancy; the north building core spaces will be provided with supplemental variable refrigerant flow (VRF) units; exhaust air service to remove hydrogen off-gassing from the valve regulated lead-acid (VRLA) batteries will be installed and; recommissioning of the existing building HVAC units and rebalancing of the airside. Existing ductwork and rooftop units will remain as-is to ensure ventilation air is maintained to building spaces and preclude disruption to building services and occupants. Building areas served by fan coils and unit heaters, which are unaffected by the existing rooftop unit, will remain as-is.� Architectural project work to include raised flooring in corridor between�� Server Room 1 and 2 with ramp and lockable door. Recommissioning of the existing building HVAC units and rebalancing of the airside is included in this scope.� . IMPORTANT see attached JLSS 20-0004 B405 HVAC SOW Rev 0 Funds are not presently available for this project. No award will be made until funds are available. The project site is located at the 911th AW (AFRC), Pittsburgh Air Reserve Station, 2375 Defense Ave, Coraopolis, PA 15108. The magnitude of this project is between $500,000 and $1,000,000. Total contract performance period is 213 calendar days from the date of receipt of the notice to proceed. The award will be a Firm-Fixed Price contract. The NAICS Code is 236220; the Size Standard is $39.5 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the site for federal business opportunities at https://www.sam.gov and should be available on or about Tuesday 13�July�2021. As this is a federal construction project, the Construction Wage Rate Requirement applies. Once the solicitation is posted, it is incumbent upon the interested parties to review this posting frequently for any updates, changes, and/or amendments to any and all documents. The closing date for submission of offers is estimated to be on or about�Friday, 20�August 2021 at 11:00 AM EST and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the beta.sam.gov website.� Contractors are advised that in order to receive an award as the prime contractor, they must be listed and active in the System for Award Management (SAM) database for the NAICS code 236220. Failure to register will disqualify a contractor from award should the contractor be selected, not registered, nor active at the time of bid opening. Contractors may register via the Internet SAM website at https://www.sam.gov.Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must complete the Online Representations and Certifications Application or risk having their proposals declared non-responsive. Prime contractors, subcontractors and/or suppliers may attend the site visit which is anticipated to be on or about Wednesday 28 July 2021. All responsible sources may submit a proposal which shall be considered by the Air Force Reserves. The dates cited above are estimates, not actual. SITE VISIT: A pre-bid conference will be conducted on 1300 (1:00pm) Eastern time, Wednesday 28 July 2021. Building 333 Conference Room (Civil Engineering), 911 AW, Coraopolis, PA 15108.� Site visits will follow the pre-bid conference.
